Pedestrian Crossing Control

The City of Winnipeg has adopted the Transportation Association of Canada's Pedestrian Crossing Control Guide (2011) as a basis to assess pedestrian crossing control needs. Updated City guidelines for pedestrian crossing control based on the Pedestrian Crossing Control Guide were approved by the Standing Policy Committee on Infrastructure Renewal and Public Works on January 11, 2013 (Minute No. 41) and are used to assess requests from the public for new pedestrian crossing locations.

Preliminary Assessment

The warrant for pedestrian crossing control is determined using the preliminary assessment based on factors that include:

  • Vehicular volume at the crossing location;
  • Pedestrian volume;
  • Proximity to other traffic control devices; and
  • Route connectivity requirements.

It should be noted that engineering judgement, knowledge and experience plays a role in the decision making (warrant) process given the existing constraints and unique characteristics of each situation and/or location.

The warrant for elementary school (school that contains a K-6 grade) pedestrian crosswalks are assessed differently than the Pedestrian Crossing Control Guide. In general, school children near a crosswalk are more visible than any signs that may be installed. However, as a means of informing motorists at all times of the day that children may frequent the crossing and as a means of supporting the school patrol/crossing guard program, school crosswalk signs and markings may be installed on streets where the posted speed limit is less than or equal to 60 km/h and the proposed crossing location is at a minimum distance from the nearest form of traffic control where:

  • The crossing is adjacent to or near elementary schools where school patrols/crossing guards are present during school arrival and dismissal times;
  • The crossing is at a public pathway frequented by elementary school children on their way to/from school, which are supported by the school patrol/crossing guard program.

For elementary school pedestrian corridors, the crossing must meet the above requirements for a patrolled crosswalk and have a minimum cross-product of the number of children crossing versus the number of vehicles traversing the crosswalk in the highest ½ hour for the elementary school corridor warrant to be met.

  • A 'WARRANTED' location has met the established criteria for pedestrian crossing control based on the preliminary assessment.
  • An 'UNWARRANTED' location has not met the established criteria for pedestrian crossing control based on the preliminary assessment.

Types of Treatment Systems

Upon determining the warrant for pedestrian crossing control, the crossing location is further assessed to decide the type of treatment system based on the average daily traffic, speed limit and geometric characteristics (i.e. number of traffic lanes, presence of a median).

Three treatment systems are outlined in the Pedestrian Crossing Control Guide:

  1. Ground-mounted System
    The ground-mounted system is a pedestrian crosswalk with side-mounted signs, pavement markings, and advanced warning signs when deemed necessary.

  3. Overhead Flashing Beacon System (Pedestrian Corridor)
    Overhead flashing beacon systems consist of overhead signs with pedestrian-activated amber beacons, side-mounted signs, pavement markings, and advanced warning signs when deemed necessary.

  5. Traffic Signal System
    Traffic signal systems consist of both half and full traffic signals, which use red, amber, and green traffic signals to control traffic. Pedestrian accommodation is controlled by pedestrian signals that display Walk, Flashing Don't Walk and Do Walk indications; separate crossings may be provided for cyclists at these locations.

Once the preliminary assessment is completed and the type of treatment system is determined, the location is added to the City’s Pedestrian Crossing Control Priority List. A number of factors are considered in prioritizing pedestrian corridors and traffic signals in order to compare the potentially diverse reasons requiring traffic control. The measures are primarily a relative ranking of locations or a threshold that, if exceeded, is an indication of need. The following lists measures that are to be determined and compared to assess relative priority:

  • Conflicting vehicles volume;
  • Hourly pedestrian volume;
  • Distance to nearest traffic control device;
  • Pedestrian delay;
  • Collision history; and
  • Whether or not the crossing location is on an active transportation route.

There are limited resources for installing pedestrian corridors and traffic control signals. As a result, warranted locations must be prioritized relative to each other City-wide so that limited funds are dedicated to locations with the highest need. Prior to the installation of any pedestrian corridors or traffic signals, approval must be sought and granted by the Standing Policy Committee on Infrastructure Renewal and Public Works. As part of the City’s Traffic Engineering Improvements Program (TEIP), there is the capacity to install pedestrian corridors and traffic signals at approximately 3 to 5 locations each year. Pedestrian corridors and traffic signals may also be installed as part of major road rehabilitation or reconstruction projects.

Pedestrian Crossing Control Priority List

In Winnipeg, there is a priority stream for elementary school pedestrian corridors and a separate priority stream for all other pedestrian corridors and traffic signals. The lists below are updated as new locations are assessed, warranted locations are reviewed in greater detail and the highest priority locations are implemented.
