Updates

May 11, 2021 – Construction on Regent Avenue West from Rougeau Avenue to Plessis Road will begin on May 12, 2021. Please see the construction notice for staging information and traffic implications.

Background

The 2020-2021 Day/Pandora/Lagimodiere/Regent Pavement Renewals Project is supported by the Government of Canada's New Building Canada Fund and the Province of Manitoba. It will see major reconstruction work that will greatly improve surface conditions for drivers, cyclists, and pedestrians and will increase safety for all users.

The following streets are included in the project:

  • Day Street (Regent Avenue to Pandora Avenue)
  • Pandora Avenue E (Day Street to Wayoata Street)
  • Lagimodiere Boulevard
    • Northbound (Regent Avenue W to Almey Avenue)
    • Southbound (Reenders Drive to Regent Avenue W)
  • Regent Avenue W (Rougeau Avenue to Plessis Road)

The project takes place on critical regional streets that see a combined 100,000 vehicles daily, and sit adjacent to residences and businesses that will be directly affected by construction. The project team is working closely with various City departments to mitigate impacts to parking, Transit service, and both business and residential access through construction.

The City will reach out to and meet with businesses, residents, and property owners as required in each project area to gather information about parking and loading needs, accessibility, and access; this information will help us stage construction to reduce impact on area stakeholders and make accommodations where possible.

What is the 2020-2021 Day/Pandora/Lagimodiere/Regent Pavement Renewals Project?

This project is a renewal project, which means the roads will be rehabilitated and reconstructed to increase their lifespan and improve their condition. Work will include installing a new road surface, as well as cycling and sidewalk infrastructure. The designs include operational and geometric improvements, and upgrades to meet pedestrian accessibility standards.

What streets are included in the project?
  • Day Street (Regent Avenue to Pandora Avenue)
  • Pandora Avenue E (Day Street to Wayoata Street)
  • Lagimodiere Boulevard
    • Northbound (Regent Avenue W to Almey Avenue)
    • Southbound (Reenders Drive to Regent Avenue W)

What type of work will be happening on these streets?
  • Day Street will be rehabilitated with extensive concrete repairs, curb replacement, sidewalk renewal at various locations, and a new asphalt surface.
  • Pandora Avenue E will be completely reconstructed with new concrete pavement, curbs, along with the construction of a new multi-use pathway and rehabilitation of the sidewalks as needed. Pandora Avenue E will also be lowered slightly to improve drainage in the boulevards.
  • Lagimodiere Boulevard will be a mill and fill rehabilitation with minor concrete repairs and a new asphalt surface.
  • Regent Avenue will be resurfaced with a new asphalt overlay on the existing concrete after the completion of minor concrete road repairs and sidewalk rehabilitation as required.
When will construction occur?
  • September 2020 – May 2021: Lagimodiere Boulevard
  • May – June 2021: Regent Avenue W
  • June – October 2021: Day Street and Pandora Avenue E
How will pedestrian safety be considered?

Pedestrian facilities will be designed according to the latest accessibility standards and will also focus on serving individuals with visual impairments. New design features include yellow detectable warning tiles, realigned pedestrian crossings, and improved sightlines to assist drivers in navigating through pedestrian crossings.

Will there be any improvements to cycling facilities?

A new multiuse pathway for cyclists and other active transportation users will be constructed along Pandora Avenue E in the existing wide north boulevard. This will be in addition to the existing sidewalk.

How will the City inform major stakeholders?

We will meet individually with major stakeholders through the planning and design phase of the project to provide information on location-specific impacts, and to determine specific needs during staging. Major stakeholders include large local businesses, schools, places of worship, and community centres on or adjacent to the project streets.

How will construction affect stakeholders?

We are attempting to mitigate major concerns, and will work with stakeholders to minimize construction impacts. Some impacts are inevitable and include:

  • Lane reductions
  • Street closures on Pandora Avenue E
  • Parking removal and restrictions
  • Reduced access from intersecting local streets and alleys
  • Bus stop relocations or temporary stop cancellations, and bus route detours

How will construction affect traffic and parking in the area?

As with any road construction project, there will be traffic implications. We are working on the development of traffic management and construction staging plans that minimize the impact to all road users while ensuring construction can be completed quickly and efficiently. We will be initiating proactive public communications once staging is complete to ensure the public is aware of staging, rerouting, lane closures, parking restrictions/removal, and project progress.

How will construction affect Transit services?

Transit services will be maintained throughout construction using various means such as stop relocations, temporary stop closures, and detours. All disruptions will be marked in advance of taking effect.

How can residents and businesses raise questions or concerns regarding the project?
