Permits: Outdoor Pools and Hot Tubs/Spas

If you want to build an outdoor pool, hot tub or spa, you need permits to ensure it is built in the right location and complies with building codes, standards and bylaws.

In-ground or above-ground pools, hot tubs and spas, or any outdoor structure that could contain a depth of 600 millimeters (or 2 feet) or more of water will need a building permit. A development permit is needed if the structure is located next to a stormwater retention basin or is in the Designated Floodway Fringe Area.

A development permit establishes land use and approves the location of the structure. What you are building must align with the zoning bylaw and other City requirements.

A building permit confirms a structure meets building codes, standards and bylaws. Building permits must align with prior development permit approvals.

As well, outdoor pools, hot tubs and spas need an electrical permit. Separate permits are also required for associated construction, such as a deck.

All outdoor pools must be enclosed by a non-climbable fence, or another barrier that has a self-closing, self-latching gate with a latch than can be locked.

Before applying for permits, make sure you’ve filled out the required application forms and have fees, plans and other documents ready. Look at each permit application form for a list of required documents and follow these steps:

  1. Submit a development permit application, where required.
  2. Once your development permit is issued, submit the building permit application.

Once permits are issued, you can start your project.

You will need to arrange mandatory audit inspections throughout the stages of construction.

After inspections, permits will be closed, ending the permit process.
