Is a permit required?
Yes, a development permit may be required for accessory structures.
Accessory structures that are enclosed and greater than 10 m2 (108 sq. ft.) require a development permit as per the Winnipeg Zoning By-law. Accessory structures that are open sided, such as a pergola or gazebo and less than 14 m2 (150 sq. ft.), do not require a development permit. Detached accessory structures support the use of a single family or two-family dwelling on the same property. Examples include:
- carports
- storage sheds
- gazebos
- Workshops
Zoning and development permit approval must be obtained prior to building permit application.
Detached garages accessory to a single family or two-family dwelling do not require a development permit. But they must comply with the Winnipeg Zoning By-law regulations for property line setbacks, maximum height, lot coverage and separation distance to a dwelling.
Site audits for compliance with zoning bylaws will happen during the construction season.

Note: New detached garages and accessory structures in new greenfield subdivisions with prior development agreements on title do not require prerequisite development permit approval if submitted at the same time as the new home application. In this case, your development permit will be processed as part of your combined development/building permit application.
