Residential Mechanical Photo Submission Program

The Residential Mechanical Photo Submission (RMPS) program provides efficient inspection services to licenced electrical contractors who install air conditioners/heat pumps, gas or electric furnaces, or electric hot water tanks. Only Electrical Residential (ER) permit types are eligible for this program.

The RMPS program allows contractors to submit specific photographs of their installation, along with required documentation, to satisfy the inspection process. No registration is necessary. To be eligible for this service, you must be an electrical contractor licenced by the City of Winnipeg and have a Permits Online account. The City of Winnipeg will perform random on-site inspections for compliance at the City's discretion.

Program details

Eligible installations include:
Air Conditioners
Air conditioners/heat pumps
Gas or Electric Furnaces
Gas or electric furnaces
Electric Hot Water Tanks
Electric hot water tanks

Note: Any installation that requires a receptacle for the equipment or accessories associated with the installation will require an on-site inspection and is not eligible for this program.

Contractors wishing to participate in the RMPS program must complete the RMPS Declaration and submit it together with the installation photographs through Permits Online.

Photo requirements

The photographs must be date stamped, clear and legible, and must include the following:

  1. The equipment nameplate.
  2. The installed overcurrent type and rating.
  3. The location of all the equipment installed, with consideration for required clearances (gas relief, etc.).
  4. The panelboard to which the equipment has been connected (include panel manufacturer label and circuit directory).
  5. The location of the disconnect, if required.

Next steps

The Housing Inspections Branch will review the submitted documentation and determine if compliance has been met. A completion notice or defect report email, as applicable, will be sent upon review. Where the documentation and photographs submitted are deemed inadequate, an on-site inspection may be required.

At the City's discretion, random on-site audit inspections will be required to determine compliance with applicable codes and bylaws.

Failure to comply with the codes and standards or obligations of this program will result in ineligibility for the licenced contractor to participate in the program.
