Commercial Inspections
Effective Monday, October 19, 2020 all in-home inspection appointments will be conducted virtually until further notice. Inspections of unoccupied homes will continue, as will on-site inspections for urgent situations.
Commercial inspections of unoccupied dwellings, new construction, and alterations in existing buildings, are subject to COVID-19 pre-screening at time of inspection requests and at time of inspection.
The Zoning & Permits Branch, located at 31-30 Fort Street, is not accepting walk-in customers. Permit applications are being processed; however, applications must be submitted digitally.

The Commercial Inspections Branch provides building, plumbing/mechanical, electrical, and sign inspection services.
We conduct inspections for all commercial buildings, structures and equipment regarding foundations, framing and fire separations, interior and exterior claddings, rough-ins, and finishes.
Changes to all Commercial Inspections
In an effort to provide efficient and consistent service, commercial inspections offers applicants the opportunity to request an inspection appointment using an online form. A scheduler reviews the inspection request and coordinates an appointment time. Applicants will be contacted to confirm their inspection date. This process is being used for all inspection disciplines. Although we encourage the use of the online form, applicants may call 204-986-5190 for inspection requests.
Schedule your inspection by completing the Commercial Inspection Request Form. You will need to provide the following information:
- Applicant name, email and phone number
- Permit number (look up tool provided)
- Property address
- Floor/Unit Number (if applicable)
- Type of inspection required
- Site contact name and phone number
- Please note there is a section in the form for comments or additional information. If there are any requirements to enter the space where the inspection has been requested, please provide them in this section.
The inspection stages indicated on the online form are for both progress and final inspections. Progress inspections are mandatory prior to requesting occupancy.
Please do not use the online form for electrical inspections where the site is occupied without power. Instead, call the Commercial Inspections office at 204-986-5190 between 8:30 a.m. and 4:30 p.m. and indicate the condition. Call 311 outside business hours.
Further changes to the commercial inspections system are in progress and the website will be updated as they are implemented. Please continue to check your permit document for updated contact information.

As per Section 5 of The Winnipeg Building By-law, it is the responsibility of the owner of a building to ensure that every part of the building is in compliance with the Codes that were in effect at the time of construction, alteration or renovation. This requirement applies whether or not the owner owned the building at the time that the building, or part of the building, was constructed, altered or renovated.
