For Immediate Release

Drug - Arrest: R17-70253

Over the past two months, the Winnipeg Police Organized Crime Unit initiated an investigation that targeted individuals believed to be involved in organized crime. Their actions include the trafficking of Cocaine, MDMA (commonly referred to as ecstasy), and Cannabis Marihuana.

On Friday, November 3, 2017, members of the Tactical Support Team executed a CDSA search warrant at a residence in the first 100 block of Roslyn Rd and seized the following items:

  • Cash - in excess of $150,000.00
  • 7 pounds of Marihuana
  • 100 grams of Marihuana Resin
  • 29 Fentanyl blotter tabs
  • 3.2 grams of Fentanyl Powder
  • Bullet proof vest
  • Brass Knuckles
  • 12 Rounds of .357 Magnum ammunition
  • Money counter
  • Packaging materials
  • Documentation
  • Contaminated press plates
  • Various Hells Angels support wear
  • Full Patch Zig Zag Crew Vest

Joel Richard BRUNEAU, 28-years-old of Winnipeg was arrested at this location and has been charged with:

  • Possession of a Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis Resin
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis
  • Possession of Proceeds of Property Obtained by Crime Over $5000
  • Possession of a Scheduled Substance for the Purpose of Trafficking
  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
  • Possess Body Armour without a Valid Permit or in a Manner Inconsistent with the Valid Permit

He has been detained in custody.

A 21-years-old female of Winnipeg was also arrested at this location and has been charged with:

  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis Resin
  • Possession of a Scheduled Substance for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime Over $5000
  • Possess Body Armour without a Valid Permit or in a Manner Inconsistent with the Valid Permit
  • Unauthorized Possession of a Prohibited or Restricted Weapon
  • Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized

She was released on a Promise to Appear.

On the same date, members of the Tactical Support Team executed a CDSA Search Warrant at the residence in the 300 block of Gertrude and seized the following items:

  • 2.5 kilos of Cocaine
  • 502.3 grams MDMA
  • Approximately 75 kilograms of Benzocaine
  • 2 contaminated scales
  • Packaging materials
  • Cocaine contaminated cooking pot
  • Contaminated blender and measuring cups
  • Several ounces of an unknown substance
  • Numerous empty kilo packaging

Nicholas Dylan BRUNEAU, 31-years-old of Winnipeg has been charged with:

  • Possession of a Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order X2
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine X2
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cannabis Resin
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Ecstasy
  • Possession of Proceeds of Property Obtained by Crime Over $5000
  • Produce a Scheduled Substance
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
  • Possess Body Armour without a Valid Permit or in a Manner Inconsistent with the Valid Permit

Thomas Ross HALPIN, 29-years-old of Winnipeg has been charged with:

  • Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine X2
  • Fail to Comply with Probation Order
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Ecstasy
  • Produce a Scheduled Substance

Both males have been detained in custody.

On November 8, 2017 investigators also arrested Jordan HOUSTON, 26-years-old of Winnipeg and charged him with Possession of a Scheduled Substance for the Purpose of Trafficking X2 (Cocaine & MDMA) and Produce a Scheduled Substance.  He has also been detained in custody.


Robbery - Arrest: C17-254055

On November 9, 2017 at approximately 8:20 p.m. Winnipeg Police received the report of a male with a knife inside the University of Winnipeg who had since fled the building.

Air-1 quickly responded, located and tracked the male suspect in the area. Air-1 was able to direct Canine Units and general patrol officers to the suspect's location. A Canine Unit was able to locate the male who was hiding in a yard in the 600 block of Maryland Ave. and took him into custody.

Officers who attended the University of Winnipeg learned that a 19-year-old male was sitting at a table when he was approached by the suspect who attempted to take the victim's laptop computer which the victim held onto. The suspect male then grabbed the victim's cell phone, produced a knife, and stabbed the victim once in the upper body and walked away.

The suspect was confronted outside of the University by a group of people who witnessed the incident. At this time, a second adult male was stabbed once in the midsection by the suspect who threatened the victim and fled the area.

The first victim received minor injuries and did not require hospitalization. The second victim was transported to hospital in stable condition, treated and later released.

Justin Michael HENDERSON, 28-year-old of Winnipeg was arrested and charged with the following offences:

  • Robbery X2
  • Assault with a Weapon X2
  • Possess Weapon
  • Utter Threats

Robbery: C17-254190

On November 10, 2017 at approximately 12:05 a.m. the Winnipeg Police Service was alerted to a female yelling for help in the area of Dalhousie Drive and Silverstone Avenue.

General patrol officers attended the area and located items belonging to the victim. At the same time, the adult victim contacted police and alerted them to her current location. The victim reported that she was walking in the area Dalhousie Drive and Silverstone Avenue when she was approached by a male who held a knife to her throat and demanded money. The male suspect then punched the victim in the face, grabbed her and dragged her into a secluded spot in a lane. The victim was assaulted and grabbed in a sexual manner.

As a vehicle was approaching, the victim yelled out for help causing the suspect to flee.

The victim was transported to hospital in stable condition, treated for minor injuries and released.

The suspect is described as: Caucasian male, mid-twenties, wearing all black with a toque and scarf covering his face.


Homicide – Update: C17-247660

As previously released on November 2, 2017:

On November 1, 2017, at approximately 2:010 p.m., emergency personnel responded to a report of an injured male in the area of Martha Street and Henry Avenue. Upon arrival, a 42-year-old male was located suffering from a stab wound to the upper body. He was transported to hospital in critical condition.

The investigation revealed that the victim was involved in an altercation with a female near the corner of Austin Street and Henry Avenue when he was stabbed once with a knife.

An adult female was located on the scene and placed under arrest.

Harriet Jane Pascal, a 31-year-old female of Winnipeg, has been charged with Aggravated Assault, Possess Weapon, and Fail to Comply with Probation Order (x3). The victim remains in hospital at this time.

The investigation continued by members of the Major Crimes Unit.

On November 8, 2017, the victim succumbed to his injuries. He has been identified as Richard Irvine Gilbert Chartrand, a 42-year-old male of Winnipeg.

On November 9, 2017, investigators attended the Headingley Correctional Centre and placed Pascal under arrest. She now faces a charge of manslaughter.

She was detained in custody.


Attempted Child Abduction – Investigation: C17-253867

On November 9, 2017, at approximately 12:00 p.m., a 10-year-old girl was in the area of Alexander Avenue and Beacon Street walking home from her middle school when she was approached by an unknown male.

The male told the girl he knew her mother and where she lived. He then said he would help get her home.

The girl told the male she didn't know him and kept walking, at which time the suspect grabbed the victim by the shoulder and pulled on her. The victim bit the suspect on the hand and he ran away.

No description is available at this time and the investigation is continuing.


Garage Break & Enters – Arrests: C17-253478

During the early morning hours of November 9, 2017, a number of suspects went on a crime spree in the River Heights area and broke into detached garages in the following locations:
 
- The 900 block of Centennial Street.
- The 600 block of Centennial Street.
- The 500 block of Centennial Street.
- The 100 block of Fulham Avenue.

West District General Patrol members, along with the assistance of the K9 unit, attended the area.

At approximately 4:50 a.m., two suspects were located in the area of Academy Road and Kenaston Boulevard riding two specialized mountain bikes and carrying hockey equipment that had been stolen from the Fulham Avenue address.

The investigation continued by members of the Major Crimes Unit. One of the suspects was identified as being responsible for a break & enter to a detached garage in the 300 block of Cordova Street that occurred on October 17, 2017.

A 15-year-old male of Winnipeg has been charged with:

- Break Enter & Theft - Place (x2)
- Break & Enter with Intent - Place (x2)
- Fail to Comply with Sentence (x4)

A 16-year-old male of Winnipeg has been charged with:

- Break Enter & Theft - Place (x3)
- Break & Enter with Intent - Place (x2)
- Fail to Comply with Sentence

They were detained in custody.


Missing Person – Norman THOMPSON - R17-77485

The Winnipeg Police Service is requesting the public’s assistance in locating a missing 15 year old male, Norman THOMPSON.

THOMPSON last made contact in the early morning hours on November 10, 2017.

THOMPSON is described as Indiginous, 5’2, 120 lbs. with short dark hair wearing a black and green hoody and dark blue sweat pants. 

The Winnipeg Police Service is concerned about THOMPSON's well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
