Drugs & Firearms – Arrests: C17-206637

During the day of September 14, 2017, members of the Street Crime Unit, with the assistance of the Tactical Support Team, executed a Controlled Drugs and Substances Act search warrant at a suite of a residence in the first 100 block of Kate Street.

A number of individuals were taken into custody and the investigation has led to the seizure of a number of items including the following:

- A sawed-off .410 bore shotgun with ammunition.
- A can of bear spray.
- A machete.
- 27.9 grams of methamphetamine (valued at approximately $4,000).
- An undisclosed amount of Canadian currency.

Investigators have also identified a suspect as being responsible for a number of fraud-related incidents that had occurred in early 2017.

Valentina Margaret Monkman, a 27-year-old female of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Alprazolam
- Possession of a Weapon (x3)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized (x2)
- Possession of a Prohibited Firearm with Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x6)
- Possession of Proceeds of Property Obtained by Crime under $5,000
- Store Firearm or Restricted Weapon Contrary to Regulations
- Use a Forged Document
- Possession of an Identity Document
- Identity Fraud - Intent to Gain Advantage
- Possession of Property Obtained by Crime under $5,000 (x2)
- Forgery
- Use a Forged Document (x2)
- Fraud under $5,000 (x2)
- Warrant (Break & Enter)

Joseph Bernard Richard, a 20-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of a Weapon (x3)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
- Possession of a Prohibited Firearm with Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x3)
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of Proceeds of Property Obtained by Crime under $5,000
- Fail to Comply Condition Recognizance by Judge/Justice (x2)
- Warrant (Fail to Comply Sentence)
- Warrant (Fail to Attend Court – Recognizance)

Markus Jason Schinkel, a 47-year-old male of Winnipeg, has been charged with:

- Possession of Scheduled Substance - Methamphetamine
- Fail to Comply Condition Recognizance by Judge/Justice
- Warrant (Fail to Comply Condition Recognizance by Judge/Justice)
- Warrant (Fail to Appear – Promise to Appear)

They were detained in custody.

Drugs – Arrest: R17-63720

During the evening of September 14, 2017, members of the Street Crime Unit, with the assistance of the Community Support Unit and Tactical Support Team, executed a Controlled Drugs and Substances Act search warrant at a residence in the 700 block of Pritchard Avenue.

The investigation has led to the seizure of a number of items including the following:

- 3.5 ounces of cocaine (valued at approximately $7,000).
- 6.75 grams of crack cocaine (valued at approximately $300).
- 1 ounce of cutting agent.
- An undisclosed amount of US currency.

Investigators believe that this arrest and the seized items are related to gang activity in the city.

Lionel John Flett, a 24-year-old male of Winnipeg, has been charged with:

- Traffic in Scheduled Substance - Cocaine (x3)
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Produce a Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5,000

He was detained in custody.

Shooting – Investigation: C17-207406

On September 15, 2017, at approximately 3:30 a.m., members of the Winnipeg Police Service responded a report of a male who had been shot in the 300 block of College Avenue.

Upon arrival, a male in his 20's was located suffering from a gunshot wound to his upper body. K9 officers, who were on scene, applied a tactical tourniquet in order to stabilize the injury.

The male was transported to hospital in unstable condition but has since been upgraded to stable condition.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Shooting – Investigation: C17-207462

On September 15, 2017, at approximately 7:45 a.m., members of the Winnipeg Police Service responded to a report of a female who had been shot in the 500 block of St. Johns Avenue.

Upon arrival, a female in her 20's was located suffering from a gunshot wound to her upper body.

The female was transported to hospital in unstable condition but has since been upgraded to stable condition.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
