Homicide – Investigation: C17-161171

On July 21, 2017, at approximately 10:00 p.m., emergency personnel responded to the 700 block of Selkirk Avenue for a report of shots fired.

Upon arrival, officers located an adult male suffering from a gunshot wound.

The male was transported to the hospital in critical condition; however, he was subsequently pronounced deceased.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Firearms Investigation – Public Assistance Requested (Update): C17-151662

As previously released:

On July 10th, 2017, at approximately 9:30 a.m., a patrolling unit was in the area of Redwood Avenue and Powers Street when a suspect male was observed in a taxicab.

A traffic stop was conducted in the 700 block of Redwood Avenue. At this time the male attempted to flee into a nearby residence. An officer pursued the male and attempted to place him under arrest while the male pulled away. During the incident, the officer was splashed with hot coffee and pushed down a set of stairs.

As the struggle continued, a loaded firearm and set of handcuffs fell out of a bag that had been around the male's neck. The male then attempted to pass off a purse to a female that had exited the nearby residence and attended to the fight. As the purse was turned over, the male fled and the female was taken into custody.

The purse was found to contain an amount of crack cocaine, methamphetamine, heroin and a substance believed to be fentanyl. The total value of the drugs is estimated at $11,500.

Lyric Charisse Laye, a 25-year-old female of Selkirk, has been charged with a number of firearm and drug-related offences, as well as obstructing a peace officer.

She was detained in custody.

The Winnipeg Police Service is asking the public for their assistance in locating Dallas Tyler Friesen, a 33-year-old male of Winnipeg.

He is described as a Caucasian male, 6'1" in height, approximately 231 lbs., with a medium build. He has brown hair and blue eyes.

A warrant for the arrest of Friesen has been issued for the following offences:

- Possession of a Weapon (x2)
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Heroin
- Possession of a Scheduled Substance for the Purpose of Trafficking - Fentanyl
- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Under $5,000

- Transport Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
- Carrying Concealed Weapon Prohibited Device or Ammunition (x2)
- Escape Lawful Custody
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
- Unauthorized Possession of a Firearm in Motor Vehicle

On July 21, 2017, at approximately 8:45 p.m., Community Support Unit members, along with K9 and the Tactical Support Team, located and placed Dallas Friesen under arrest at an apartment building in the 1700 block of Henderson Highway.

He has been detained in custody.

Fraud/Drug – Arrest: C17-160566

On July 21, 2017, at approximately 4:30 a.m., an East District Station General Patrol unit was patrolling in the area of St. Anne's Road and Bishop Grandin Boulevard when they came upon a suspicious male and female on bicycles.

The male initially provided a false name but was identified and found to be the subject of an arrest warrant.

A small quantity of methamphetamine was located on the male in addition to break-in instruments. He was also found to be carrying stolen identity documents and financial cards. A stolen bicycle was also recovered.

The investigation led officers to the 700 block of St. Mary's Road where they located a truck that had been stolen on July 13 from the 500 block of St. Mary's Road. The vehicle was found to have an out-of-province licence plate that had been stolen from a vehicle in the 1st 100 block of Alpine Avenue.

Eric Wesley Allan, a 29-year-old male of Steinbach, has been charged with:

- Identity Fraud - Intent to Avoid Arrest, Prosecution or Obstruct Justice
- Possession of Break In Instrument(s)
- Possession of Scheduled Substance - Methamphetamine
- Possession of Property Obtained by Crime Over $5,000
- Possession of Property Obtained by Crime Under $5,000 (x4)
- Possession of an Identity Document (x4)
- Warrant – Fail to Comply Probation (x2)
- Highway Traffic Act – Operate a bicycle on a sidewalk

He was detained in custody.
