Update - Shots Fired Investigation - C16-227700

Males Arrested:

As previously released - On October 30, 2016 at approximately 10:00 p.m., members of the Winnipeg Police Service, including patrol members, the Tactical Support Team, the Canine Unit and Air1 responded to reports of shots fired inside a business located in the 700 block of William Avenue.

The investigation revealed that two suspects confronted a 32 year old male while inside the lobby of a business. It's been determined that one of the suspects produced a handgun and discharged it in the direction of the 32 year old.  

Despite numerous patrons and employees also being present during the incident, no one was injured. Officers confirmed that multiple shots had been fired as a result of property damage and spent casings being located at the scene.

The suspects fled the area in a vehicle at a high rate of speed westbound on William Avenue.

The investigation continued by members of the Major Crimes Unit.

Due to the efforts of detectives, both suspects were positively identified. Officers revealed that the male suspects have gang associations and had been involved in a verbal dispute with the 32 year old male prior to the shooting occurring.

On November 10, 2016, officers located and arrested Royce Anthony BOYLE, 20 years old while in the area of the 500 block of Ellice Avenue.

On February 17, 2017, Ryan John MONIAS, 25 years old was in Powerview RCMP custody on an unrelated matter when an outstanding warrant came to light. He was turned over to members of the Winnipeg Police Service Major Crimes Unit.

Both males have been charged with numerous firearm/weapon related offences and remanded into custody.   

Commercial Robbery Arrest - C17-31903

On January 24, 2017 at approximately 10:10 p.m., a Dodge Caravan was stolen from the driveway of a residence located on Savoy Crescent.

On February 14, 2017 at approximately 9:00 a.m., a lone male suspect entered a drug store while concealing his identity and robbed the business of a large quantity of prescription medication. The suspect was in possession of a long screwdriver during the robbery, however no one was injured.

He then fled the business in the previously stolen Dodge Caravan.

An investigation commenced involving members of the East District Crime Unit.

On February 16, 2017 at approximately 2:20 p.m., officers observed a male suspect enter the stolen Dodge Caravan while parked in the 600 block of Bannerman Avenue.

After a brief foot pursuit, the suspect was taken into custody.

The investigation continued at which time a search warrant was executed at a residence located in the 600 block of Atlantic Avenue. Numerous items associated to the drug store robbery such as: pill bottles, shopping basket and clothing were located and seized.

John Jay MACAULAY, 46 years old of Starbuck, Manitoba has been charged with the following due to his alleged involvement:

Assault with a Weapon
Disguise with Intent
Fail to Comply with Probation Order x 2
Fail to Comply Condition Recognizance by Judge/Justice
Resist Peace Officer
Possession of Property Obtained by Crime x 2

He was detained in custody.

Mischief Arrest - C17-34770

During the early morning hours of February 18, 2017, a suspect was observed tagging several businesses, parkades, signals and other buildings with spray paint in the downtown area.

A member of the Downtown Watch observed some of the offences and notified members of the Winnipeg Police Service immediately.

Officers attended and began searching the area. At approximately 3:35 a.m., Division 11 uniform patrol located the suspect tagging a building located in the 400 block of Portage Avenue.

Kassie Ashley HOMINIUK, 21 years old of Winnipeg has been charged with the following due to her alleged involvement:

Mischief Under $5000.00/Obstruct in Enjoyment x 42
Possession of a Weapon
Possession of a Scheduled Substance (Cannabis)

The investigation has revealed that approximately 27 properties were found to have sustained damage.

Some of the areas are as follows:

200 block of Kennedy Street
400 block of Graham Avenue
200 block of Vaughan Street
400 block of Portage Avenue
200 block of Hargrave Street
200 block of Donald Street 
200 block of Garry Street

Hominuk was remanded into custody.


In December 2016, the Winnipeg Police Service launched its downtown safety strategy, called Centreline.

Centreline redefines police response to crime and disorder through community engagement, crime analysis, problem-oriented policing and proactive policing principles (SPI-Smart Policing Initiative), as well as public education campaigns.

This strategy, along with the relationships we have with our partners, will continue to have a positive impact on downtown by reducing the risk, frequency and severity of crime and social disorder, and in effect, enhancing public safety.

Robbery Arrest - C16-271640

Financial Institutions:

Between December 2016 and February 2017, members of the Winnipeg Police Service responded to three bank robberies involving a lone male suspect.

On two occasions, the suspect indicated that he was armed with a gun and demanded money. During the incidents, he attempted to conceal his identity and fled with an undisclosed amount of cash.

The incidents are as follows:

December 16, 2016, approximately 5:20 p.m. - Bank located in the 500 block of Sargent Avenue

December 30, 2016, approximately 3:50 p.m. - Bank located in the 600 block of Osborne Street

February 14, 2017, approximately 3:50 p.m. - Bank located in the 600 block of Osborne Street

Members of the Major Crimes Unit continued to investigate and as a result, a suspect was identified.

On February 17, 2017 at approximately 10:40 a.m., officers located the suspect in the area of the 300 block of Portage Avenue and placed him under arrest.

Ortez Elmer ARGUETA, 35 years old of Winnipeg has been charged with the following due to his alleged involvement:

Armed Robbery using a Firearm x 2
Disguise with Intent x 2
Unlawfully at Large
Possession of a Weapon x 2
Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Probation Order x 2
Uttering Threats - Cause Death or Bodily Harm
Assault with a Weapon
Possession of a Scheduled Substance - Cannabis

He was remanded into custody.
