Closed Circuit Television Cameras

The Winnipeg Police Service has operated public space Closed Circuit Television Cameras (CCTV) cameras since a pilot project was conducted in 2009. These cameras were at 9 high crime locations. Since that time, technology has improved dramatically, and the original equipment has passed the end of its useful life. Several of the original cameras have permanently failed and are non-operational due to the age of the equipment.

As a result of the ongoing equipment failures, a modernization of the equipment is required, as well as an increase in the number of cameras in the downtown area. The new CCTV Cameras are as a result of a Multi-Year Downtown Public Safety Strategy adopted by City Council on July 19, 2018, which included the specific recommendation approved by City Council for $150,000 for the modernization and expansion of the WPS Closed-Circuit Television program.

The new technology and increased number will serve to enhance police investigations resulting in improved public safety.

Privacy statement

The purpose of the WPS Public Space Closed Circuit Television Cameras (PSCCTV) is to obtain evidence for law enforcement investigations in high crime areas of Winnipeg.   Video footage from PSCCTV assists police officers in the identification of perpetrators of crimes and in solving criminal investigations.  The use of PSCCTV has been approved by City of Winnipeg City Council. PSCCTV is operated at fixed public locations in high crime areas of Winnipeg. Each camera unit captures a 360-degree view with a high degree of resolution.  PSCCTV footage is only accessed and viewed to solve ongoing criminal investigations. Streaming of video will not be done during normal operation, however there may be occasions when streaming of video will occur during large scale events to help facilitate and coordinate police response to those events. Any personal information recorded by PSCCTV is authorized by s.36(1)(c) of The Freedom of Information and Protection of Privacy Act (FIPPA): for law enforcement purposes or crime prevention. The recorded data from PSCCTV cameras is retained for the time frame of up to 10-14 days, when possible, after which time it is overwritten. The recorded data from PSCCTV cameras will not be used or disclosed for any other purpose, unless authorized by FIPPA.
