Winnipeg Parking Authority earns national attention for innovative initiatives

Canadian Parking Association recognizes Randy Topolniski for his work

The Winnipeg Parking Authority’s (WPA) Chief Operating Officer has been awarded for his contributions to the Canadian parking industry.

Randy Topolniski has received the 2018 Ted Seeberg Memorial Award from the Canadian Parking Association. The award recognizes excellence in the creation of innovative systems and technology development.

Under Topolniski, the WPA developed and launched a route optimization program for parking officer routing and 311 service call dispatching. The program allows streamlined operations for parking officers.

“We’re always looking for operational efficiencies and developing new systems that enable us to provide better customer service,” said Topolniski.

The WPA also ushered in a unified service provider for parking and transportation after the addition of ride sharing services and regulation of the Taxi industry.

“The work the Winnipeg Parking Authority has done certainly deserves this recognition,” said Dave Wardrop, Chief Transportation and Utilities Officer.

The WPA was also recognized for the technology it has created. They developed real time wireless software to connect tow trucks to officers issuing tickets for tows on the street. This has enabled tow truck drivers to move vehicles to neighboring streets supporting the City of Winnipeg’s snow clearing operations.

The Ted Seeberg Memorial Award is peer nominated, and presented by the Canadian Parking Foundation in association with the Canadian Parking Association.
