Stolen Vehicle & Drug Offences – Arrest: C23-21163

On January 27, 2023, at approximately 1:54 a.m., a North District General Patrol unit was travelling in the 200 block of College Avenue when they observed a parked stolen vehicle. Soon after, a male occupant exited the car and was taken into custody.

He was found to have the stolen vehicle’s key and $400 in Canadian currency. He was also the subject of an outstanding Canada-wide arrest warrant for the apprehension, suspension and recommitment to custody of statutory release.

Inside the car, officers seized a number of items, including the following:

- 34 codeine tablets
- 26 clonazepam tablets
- 5 oxycodone tablets
- 4 hydromorphone tablets
- 1.6 grams of methamphetamine
- a mobile phone
- $10 in Canadian currency

It is believed that the vehicle had been stolen from the Downtown area on January 24, 2023.

Randall James Chartrand, a 39-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Codine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Clonazepam
- Possession of a Scheduled Substance for the Purpose of Trafficking – Oxycodone
- Possession of a Scheduled Substance for the Purpose of Trafficking – Hydromorphone
- Possession of Property Obtained by Crime Over $5000
- Possession of Proceeds of Property Obtained by Crime Under $5000

He was detained.
