Homicide – Public Assistance: C22-253610

As previously released:

On October 31, 2022, at 2:29 a.m., the Winnipeg Police Service responded to the 100 block of Johnson Avenue West for a report of an injured male.

Soon after, officers located an unresponsive adult male on the ground near a residence and began emergency medical care. The male was transported to a hospital in critical condition, where he was pronounced deceased.

His death is being investigated as a homicide.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Update:

The deceased was identified as 47-year-old William “Billy” MARKOWSKI.

The Homicide Unit identified two suspects for this shooting-related homicide. Toni Emma RUDDELL, a 23-year-old female and Christian FLETT, a 28-year-old male from Winnipeg, were believed to have fled to Edmonton, AB. 

On November 17, 2022, the Winnipeg Police Service Homicide Unit requested the assistance of the Edmonton Police Service in arresting RUDDELL and FLETT. The Edmonton Police Service subsequently arrested them in Edmonton on the strength of warrants for Second Degree Murder.

On November 24, members of the WPS Homicide Unit returned RUDDELL and FLETT to Winnipeg.
