Human Resource Services

Human Resource (HR) Services is the people division of the City of Winnipeg. Our team consists of over 140 HR staff functioning in a hybrid service delivery model. With 10 Specialty HR teams creating HR programming and 8 HR departmental generalist teams leading the implementation across the City of Winnipeg’s 23 business units/departments. Our programs continue to evolve to support our goal of being a destination employer for the hundreds of professions that make up our workforce of over 10,000 employees.

Our HR services teams are committed to offering consistent, smart, simplified, people oriented advice and programs that helps build and retain a highly capable workforce.

Our HR Generalist teams work as true business partners located directly within each department to support the unique business goals of City of Winnipeg operations.

We are committed to improving and evolving our services and delivery model. Our HR services and the delivery model is currently under review. We are always looking to improve the quality of our service while ensuring it is both sustainable and efficient. Commitment to improving allows us to compete in the Winnipeg labour market for talented public service staff.
