Vote by mail (sealed envelope ballot)

The deadline for submitting an application to vote by sealed envelope ballot was 4:30 p.m. Sunday, October 23, 2022.

NOTE: Sealed envelope ballot (vote by mail) packages are no longer being mailed out. After submitting your application, voters must make alternate arrangements with the City Clerks Department at seb@winnipeg.ca to receive your sealed envelope ballot package.

What is voting by sealed envelope ballot?

Voting by sealed envelope ballot is a provision by which a voter can make an application to receive an election ballot package delivered to them. The voter then marks the ballot and returns it in a sealed envelope to the Senior Election Official prior to the close of voting on Wednesday, October 26, 2022.

Eligible voters are permitted to vote by sealed envelope ballot if they are unable to go in person to a voting station due to a disability (including health risks), are providing care to a person who is unable to leave their home, or expect that on Election Day and the day or days of Advance Voting, they will be absent from their local authority, or, at a location so significantly distant from the location that they are eligible to vote at that it is not reasonably possible to vote at that location.

Important information

A voter making an application in-person will be provided with a sealed envelope ballot package once the application is approved.

  • For applications received by Friday, October 14, 2022, voters will receive a sealed envelope ballot package by mail, from the City Clerk’s Department. Sealed Envelope Ballot packages will be mailed out starting September 30, 2022 through to October 14, 2022.
  • For applications received after Friday, October 14, 2022, voters must make alternative arrangements with the City Clerk’s Department to receive a sealed envelope ballot package.

The voter must return the ballot to the Senior Election Official, City Clerk's Department, Susan A. Thompson Building, 510 Main Street, prior to 8:00 p.m. on Wednesday, October 26, 2022. The ballot must be returned to the Senior Election Official and will not be accepted at any voting location.
