Toilet Replacement Credit Program - Residential

The Residential Toilet Replacement Credit Program did not receive funding as part of the 2020 -2023 multi-year balanced budget process and has now been discontinued by City Council. As a result, applications received after December 31, 2019 will not be processed.

The 2020 Program funding will be reviewed by City Council in March 2020. Until then, we will continue to accept applications. If funding is approved for the 2020 Program, we will process applications in the order they were received. Please ensure you have read and understand the following terms and conditions before proceeding with your online application for the City of Winnipeg’s Residential Toilet Replacement Credit Program.

This program is administered in accordance with City Council approved By-law No. 111/2009.

Eligibility:

To be eligible for the credit you must:

  1. Live in a residential unit which you own or rent, with the City utility account in your name for that residential unit. An individual City water meter must be in place to measure the amount of water used for your residential unit only.
  2. Be up-to-date with your utility bill payments.
  3. Purchase a WaterSense labelled toilet to replace an existing toilet with a flush volume of 13 litres or more.
  4. Recycle your old toilet at an approved recycling depot.
  5. Provide a water meter reading when the new toilet is installed and subsequent water meter readings on quarterly basis for 12 months.

Credit Details:

  1. A credit of $60 is available per toilet, up to a maximum of two credits ($120) per account per year.

Verification:

  1. Under By-law No. 111/2009, the City is authorized to administer and enforce the By-law, and to conduct inspections after giving reasonable notice.

Credit Processing:

Applications must be submitted by December 31 of any year in which Council has provided funding for the program.

  1. Submission of application does not guarantee a credit.
  2. Applications are processed on a first-come, first-served basis and are subject to funding approved by City Council.
  3. If you are eligible, the City will send you a letter advising you that your application has been approved and a credit of $60 per toilet will appear on your utility account within 6 - 8 weeks following the date of the letter.
  4. If you are not eligible, the City will send you a letter advising you why your application was not approved.

Liability:

The City does not:

  • take any responsibility for the purchase, installation or use of the toilets under this program;
  • endorse specific brands, products, or dealers; or
  • guarantee materials, workmanship, performance, or durability of the toilets, and

The City is not liable for any loss or damages resulting in any way from such purchase, installation or use of toilets under this program.

The Applicant agrees:

  • to all terms and conditions listed in this application;
  • not to initiate any claims or actions against the City with respect to this program.

Privacy:

Your personal information is being collected under the authority of subsection 36(1) of The Freedom of Information and Protection of Privacy Act (FIPPA).

  1. This information will be used to administer the Residential Toilet Replacement Credit Program and will not be used or disclosed for any other purposes, except as authorized by law.

Program changes:

  1. The City reserves the right to change the program at any time, and all documents submitted by the applicant become the property of the City.
  2. Applicants may be contacted by the City for evaluation of this program and for other water conservation program development.
