Service standards for residential properties

This series of questions and answers is a summary of the recycling and garbage collection service standards for single-family homes.

Recycling and garbage collection services

What collection services do you offer?

We will collect the following materials from your curbside:

  • garbage,
  • recycling,
  • leaf and yard waste, and
  • large items.

Which properties receive these services?

We provide these collection services to all residential properties within the city of Winnipeg.

What items donít you collect?

We do not collect material that requires special handling (e.g., household renovation waste, electronic waste). For more information, see special handling.

As a property owner or renter, what do I have to do to receive collection services?

To receive our recycling and garbage collection services, you have to:

  • pay all fees and charges, and
  • follow the rules set out in this document and all City By-laws.

What happens if I do not follow these rules?

We can decline service if you do not follow these rules.

Will you tell me in advance if you are going to decline my service?

Our collectors can decline service at the time of collection without notice. Reasons for declining service include:

  • items placed on top of the cart lid,
  • items placed too close to the cart,
  • cart placed backwards,
  • garbage placed inside the recycling cart or yard waste containers,
  • yard waste placed in plastic bags, or
  • large items not scheduled for pickup.

What happens if my property is vacant or demolished?

Special conditions apply to vacant buildings or demolished buildings.

Billing and fees

How do I pay my recycling and garbage services charge?

The charges will appear on your quarterly Water and Waste Department utility bill. To find out the methods of paying your bill, visit: http://winnipeg.ca/waterandwaste/billing/payYourBill.stm

Do I still have to pay my charges if I have nothing to be collected, or if my service has been declined?

Yes.

Recycling and garbage carts

Who owns the carts?

We own the carts, but you are responsible for keeping the carts secure.

What are my responsibilities for the carts?

You must:

  • store your carts in a safe place on your property,
  • keep the carts clean and odour-free, and
  • store the carts upright so pests and rodents canít get inside them.

How many carts do I get?

Normally, you will get one 240-litre cart for garbage and one 240-litre cart for recycling. For more details visit cart allocation.

What happens if my cart is stolen or damaged?

You are responsible for the cost of replacing or repairing your cart unless:

  • we damage it during collection, or
  • it is damaged by a third party, as long as:
    • the cart was stored in a safe place on your property and not left at the back lane/front street between collection days,
    • the cart can no longer hold material when stored or when collected, and
    • you return the damaged cart to the City.

Can I upgrade my garbage service to receive larger or additional carts?

Yes, you can upgrade to a larger or additional garbage cart by paying an annual upgrade fee. See fee schedule.

Can I upgrade my recycling service to receive larger or additional carts?

Yes, you can upgrade to a larger or additional recycling cart by paying a one-time rental fee. See fee schedule.

How long will it take to have the carts delivered?

Once youíve ordered your carts, we will deliver them within 10 business days.
If we have a high volume of requests, it may take us longer to deliver your carts.

What happens to the carts if I move?

Do not take the carts with you if you move. The carts are assigned to the address by a serial number and an electronic tag. Store them in a safe place for the next resident. Phone 311 to let us know you are moving. Since you will assume responsibility for the carts at your new property, we recommend you note their condition before you finalize the sale.

If you have upgraded your carts, and you would like to use them at your new property, you must contact 311 at least two weeks before you move.

Garbage collection

What materials will you accept?

We will accept only household garbage that comes from your property.

Where do I put the garbage?

You must put the garbage inside the cart in a way that it can fall freely when the cart is emptied. You must close the lid and put nothing on top.

Where do I place the cart?

You must place the cart on an even surface at the edge of your back lane, if you have one, or at the edge of your street if you do not have a back lane. Point the arrow on the cart lid to the centre of the lane or street.

How much space must I leave around the cart?

You must allow one armís length clearance on the sides of the cart and at least 30 cm (one foot) at the back of the cart.

What do I have to do in winter?

You must clear the snow from underneath and around the cart. Make sure there is no snow or ice on top of the cart. Do not put the cart behind or on top of a snow bank.

What do I do if I have extra garbage that I cannot put in my cart?

Phone 311 and request a special pickup. Allow two business days notice. The fee is $15.00 for a pickup of up to three standard-size garbage bags. Tie the bags securely and place them one armís length apart from your garbage cart.

You must contact us every time that you want us to pick up extra garbage.

When do I put the cart out for collection?

Put the cart out before 7:00 a.m. on collection day, but no sooner than the night before.

When is my collection day?

Your collection day will normally be the same day each week. However, there is no collection on Remembrance Day, Christmas Day, and New Yearís Day. If these holidays fall on a weekday, your collection may be one day later for that week only.

Recycling collection

What materials will you accept?

We will accept only recyclable materials that come from your property.

You must put the recyclable materials loosely inside the cart. You must close the lid and put nothing on top.

Leaf and yard waste collection

What materials will you accept?

We will accept only leaf and yard waste from your property. We will not accept any leaf and yard waste that we consider to be too heavy or unsafe.

How do I put out branches if they donít fit in my yard waste container?

Tie the branches together in a bundle and put them beside your yard waste container. The bundles must not be longer than 1 metre (39 inches) or heavier than 22.5 kg (50 lbs).

What containers can I use?

You must put the yard waste in:

  • paper yard waste bags,
  • dry cardboard boxes, or
  • any reusable container without a lid (e.g., old blue recycling boxes, garbage cans or plastic tubs).

We will not collect yard waste in plastic bags. Plastic bags do not break down and will ruin the finished compost.

When do you pick up yard waste?

We will pick up yard waste once every two weeks between April and November on your regular collection day.

When do I put my yard waste container out for collection?

You must put the yard waste out before 7:00 am on collection day, but no sooner than the night before.

Large item (bulky waste) collection

What items will you pick up?

We will pick up only acceptable items that come from your home. We may decline to take any item that we consider to be unsafe or too large.

Will you pick up items such as refrigerators, freezers or air conditioning units that contain ozone-depleting substances?

Yes, but these require special handling.

Is there a special fee for picking up large items?

Yes, $10.00 for each regular large item, and $20.00 for each item with ozone-depleting substances.

How do I arrange for this service?

You must contact 311 at least two business days before your collection day to arrange for or to cancel this service. For more information, visit notification timetable for extra garbage and large items.

When will my item(s) be picked up?

The 311 representative will tell you when your items will be picked up. It may or may not be on your regular collection day. Large appliances and appliances that contain ozone-depleting substances may be collected separately from other large items.

When do I put the item(s) out to be picked up?

You must put them out before 7:00 a.m. on the pick-up day, but no sooner than the night before.

Where do I put the items?

You must put the items in your regular collection spot. If they are being picked up on your regular collection day, place them at least one armís length apart from your recycling and garbage carts. Make sure you have removed the contents and doors.

Walk-up service

Can I get help if I have difficulty getting my carts to the curb or lane?

Yes, our collectors will take your carts from your property to our truck, and return them, if you cannot manage this yourself and have no one else to help you.

How do I arrange for this service?

You can contact 311 for an application form or visit http://www.winnipeg.ca/waterandwaste/garbage/walk-upService.stm. You will have to re-apply each year for this service.
