Explanation of charges

Water rate

The water charge on your bill is based on the amount of water you use, as measured by the water meter. This covers the cost of bringing water from Shoal Lake to your home, including operating and maintaining the aqueduct, pumping stations, reservoirs and distribution system.

Sewer rate

The sewer charge on your bill is based on the amount of water you use, since most of it ends up as sewage. This money is used to collect, transport and treat sewage so that it meets environmental requirements before it is released to the Red and Assiniboine Rivers.

Basic charge

  • Billed on a daily rate.
  • Based on meter size for City-owned meters. It covers the cost of your water meter, customer service, billing and postage.
  • All privately-owned meters are assessed the same basic charge. It covers the cost of customer service, billing and postage.
  • Prior to June 1, 2009, this charge was based on a 90-day billing period. It was billed on meter size and the number of days in your billing period. If your billing period was more or less than 90 days, your quarterly charge varied slightly.

Additional charges

Meter replacement

  • 5/8 inch – $146.00
  • 3/4 inch – $184.00
  • One to two inches – Cost of meter plus $89.00
  • Three to 10 inches – Cost of meter cost plus $132.00

We only charge for meter replacements due to tampering or damage due to negligence.

Meter testing

Customers may request and witness a test of their meter at a cost of:

  • 5/8 and 3/4 inch – $79.00 plus GST
  • One inch and larger – $200.00 plus GST

The meter test fee is refunded if the meter does not test within the limits outlined by the American Waterworks Association. Contact us for more information or if you have questions.

Water pipe thawing - frozen on property owner's side:

  • Property zoned residential – $250.00 (total cost)
  • Property zoned other than residential – $210.00 for the first hour or any portion of the hour and $60.00 for each additional half-hour or any portion of the half hour
  • City portion – no charge

Rental charges

Water tank (temporary water supply):

  • Delivery and first day of rental is $265.00.
  • Each additional day is $20.00.
  • Additional tank fills are $220.00 (includes pick-up and delivery).
