You can pay by credit card (e.g, Visa, MasterCard, American Express) online only using Plastiq, a third party online payment service.

  • Plastiq charges a nominal service fee per transaction. This amount remains with the third party service provider and the City of Winnipeg receives the amount owing as outlined on your utility bill.
  • We receive your payment on the date Plastiq sends us the funds, not on the date you make your payment. Allow a minimum of 3-6 business days for processing.
  • Late payment charges will apply if payment is received late.
  • If you choose to use this third party service, it is a legal agreement between you and Plastiq Inc., and all questions or concerns regarding the agreement or service should be directed to www.plastiq.com

Please note: The City of Winnipeg does not accept credit card or credit card numbers directly as payment for utility bills (e.g., in person, by mail). The only option for paying your utility bill by credit card is Plastiq, a third party service.

Overdue accounts

We will add late payment charges of 1.5% per month or 19.57% per annum.

Section 210(4) of the City of Winnipeg Charter Act (a provincial act) gives the City the power to collect unpaid water and sewer charges. This may include turning off your water. Contact us to make payment arrangements.

Returned payment fee

We will add a $30 fee to your account if your bank returns your payment (cheque or pre-authorized payment).

Payment transfer fee

We will add a $15.20 fee to your account if you request a payment be transferred to another utility account. Please double check the utility account number before submitting electronic payments.

If you have received a turn-off notice:

You can pay your bill using any of the payment options listed above except for drug stores or grocery stores. Allow four working days for your payment to reach us. Phone us to make sure we have received your payment in time.

If your water has been turned off:

If we have turned off your water because you have an outstanding balance that is overdue, you must:

  • pay the outstanding amount
  • pay an extra $107.00 service fee, to have your water turned back on
  • provide a current meter reading

You may have to wait 24 to 48 hours for re-connection after we receive your payment.

You can pay:

  1. In person at 510 Main Street Icon indicating a link that will open up a new browser window and take you to a Web site outside of the City of Winnipeg's Web site.   2. By cash, cheque or money order after business hours by using the drop box facing James Avenue at the north entrance doors to City Hall, 510 Main Street. All payments deposited into the drop box will be processed in the morning of the next business day. There is no Interac available at the drop box location.
  3. At participating Canada Post locations with MoneyGram's "Same Day" payment option (service fees apply).
