Traffic Count Program

The City of Winnipeg monitors traffic using both permanent and portable equipment to help us analyze traffic problems, support transportation planning, and time signals throughout the city.

Our permanent equipment is fixed to a single location and continuously counts traffic, while portable equipment serves the remainder of the city one location at a time.

Permanent count stations

All our permanent stations use what is called dual side-fire radar sensors, which are installed roadside to track the number of passing vehicles both by lane and direction.

As of December 2021, there are 18 permanent count stations across the city:

  • Pembina Hwy – Adamar Rd to Manahan Ave
  • Disraeli Fwy – Gladstone St to Disraeli Br
  • Henderson Hwy – Frasers Gr to Mossdale Ave
  • St Mary’s Rd – Nichol Ave to Glen Ave
  • Lagimodiere Blvd – Burmac Rd to East Mint Pl
  • McPhillips St – Leila Ave to Kingsbury Ave
  • Marion St – Dupuy Ave to Panet Rd
  • Inkster Blvd – Plymouth St to Wyatt Rd
  • Sterling Lyon Pkwy – Shaftesbury Blvd to Kenaston Blvd
  • Slaw Rebchuk Bridge – Logan Ave to Dufferin Ave
  • William R. Clement Pkwy – Pinewood Dr to Roblin Blvd
  • Concordia Ave – Molson St to Lagimodiere Blvd
  • Grant Ave – Chalfont Rd to Shaftesbury Blvd
  • Warde Ave – Dakota St to Barlow Cres
  • Portage Ave – Harris Blvd to Oakdean Blvd
  • Waverley St – John Angus Dr to Lee Blvd
  • Provencher Blvd – Israel Asper Way to Tache Ave
  • Dunkirk Dr – Kingston Row to Fermor Ave

Count data is made available for free on the City’s Open Data Portal once permanent count equipment installations have been verified.

Portable count stations

We conduct hundreds of traffic counts each year using portable counting equipment. Types of counts conducted at portable stations includes:

  • Traffic volume counts by automatic traffic recorders (usually road tubes)
  • Speed studies
  • Traffic classification counts
  • Turning movement counts
  • Pedestrian counts
  • Cyclist counts
  • Vehicle and pedestrian delay studies

Portable counting stations are usually in place at any given location for 48 hours or less and are unable to record any personal details. The video quality is such that it can only be used to identify the type of traffic (vehicle, bike, pedestrian) and number of units that pass by. No people, license plates or other types of personally identifiable information are collected.
