The Permit Service provides citizens with a regulated process for works and activities that take place in the public right of way. This ensures minimal disruption of the movement of people and goods, and protection of the physical asset.
Permissions is a public service provided by several divisions of the Public Works Department to various clients. Permits are provided to undertake specific works or actions in jurisdictions under the authority of the Public Works Department.

Permits can be obtained from the Public Works Department Permits Branch located at 1155 Pacific Avenue just west of McPhillips Street. Ample "Visitor" parking is provided. Telephone numbers are listed with each Permit category.
Our office hours are 8:30 am to 4:30 pm Monday to Friday with the exception of statutory holidays. Methods of payment for permits include Cash, Cheque, Interac, Visa, MasterCard and American Express.

Anyone wishing to install, repair
or alter a private approach (driveway access) is required to obtain an
"Approach Construction Permit".

All Block Parties require street closure permits.Streets cannot be closed partially, the closure must be the full width of the street and between intersections.Applications must be received 7 days in advance of the event and accompanied by a 70% majority petition of all affected property owners.A General Liability insurance policy in the amount of $2,000,000.00 is required, adding The City of Winnipeg as an additional named insured.Usually, homeowners come onto The City's rider for a fee (currently $133.00).This insurance has a $2,500.00 deductible per incident, to be borne by the applicant and does not cover carnival rides, fireworks or the sale of liquor.Homeowners are required to do the signing for the closure.A diagram is attached to the permit and the barricades required must be picked up by applicant and a deposit left with our Department.The deposit is refunded when barricades are returned by applicant. All activities that impede or temporarily occupy the Right of Way require Street Closure permits. Currently, we do not issue to Utilities or for operations occurring on residential roadways.Usually the Contractor can provide details by telephone and the permit is picked up or faxed.Occasionally however, larger jobs require technical drawings and a visit to our office.Permits must be on site and available for examination by Inspectors, Constables or Agents of Enforcement. Applicant pays permit and administrative fees. At any time an applicant requires to cross a city right-of -way a "Crossing Permit" is required. For more detailed information and fees, please call (204) 986-4113 (Residential) or (204) 986-6006 (Regional).
At any time an excavation in or under a street, sidewalk or boulevard is done a Permit is required. If work occurs on a regional roadway, applicant will also require a "Use of Street" permit. For more detailed information and fees, please call (204) 986-3184.
Applicant shall, for each individual hydrant, make application for the use of water there from, and obtain a permit for the use of such hydrant. For more information regarding permits and fees, please call (204) 986-3184.
Vehicles that exceed the legal limits of the Highway Traffic Act (HTA) or The City of Winnipeg Traffic By-law require permits.A phone-in system allows the applicant to call in with the following information: Weight, length, width and loaded height of the move, present location, proposed route and final destination of move, date, time and duration of proposed move. The applicant is responsible to make arrangements with each Utility for the supply of any services required and obtain clearance from the City of Winnipeg Police Service as police escort may be required. Applicant will receive a Move Permit number. When all costs have been compiled (Police Escort, Traffic Services fees), an invoice will be sent to applicant. Sewer & Water Inspection Permit:
No connection, repair, alteration or reconnection shall be made to the underground portion of a sewer connection or drain either on the City street or on private property without first obtaining a permit from the City. The applicant shall pay the cost of installation of the water service connection from the street watermain to the property line.The service may be installed only by the employees of the Water & Waste Department or by a person licensed by the City (Licensed Sewer & Water Contractor) to perform that type of work. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent. All Street Festivals require permits. New Street Festivals must be approved by Public Works Department Traffic Operations. Applications should be by letter at least 3 months in advance. Closures that are community oriented or non-profit may be eligible for the cost sharing grant from the Public Works Department. Applicant pays for permit and administrative fees and is liable for ½ the cost of the closure to a maximum of $1,500.00. The grant is capped so distribution is first come, first serve. Truck / Special Mobile Machine Permit:
The Highway Traffic Act (HTA) and City of Winnipeg Traffic By-law 1573/77 govern the movement of trucks and special mobile machines in The City of Winnipeg. Vehicles exceeding the legal dimensions and weights of these laws must contact Permit Services at (204) 986-6006.
