Waverley West Arterial Roads Project

This project is now complete.

Overview

The City of Winnipeg has constructed new arterial roads and improvements in the Waverley West area. Now completed, the Waverley West Arterial Roads Project extends Kenaston Boulevard to the Perimeter Highway (PTH 100) and serves as the principle route for traffic in southwest Winnipeg. The project also involved reconfiguration and modifications to Waverley Street, including closing access to Waverley on the north side of the Perimeter Highway.

In September of 2009, the Federal and Provincial governments announced funding of the Waverley West Arterial Roads Project (WWARP) through the Building Canada Fund, subject to the tri-level funding agreement. On June 30, 2011, the Federal Transportation Minister and the Minister of State (Transport) provided federal approval-in-principle of funding for the Waverley West Arterial Roads Project, and on June 6, 2012 the contribution agreement was signed in which the City of Winnipeg will receive a federal contribution of up to a maximum of $18.233 million.

What road construction and improvements does the project involve?

The primary components of the Waverley West Arterial Roads Project and their current status include (Numbered items correspond with the diagram below):

Reconfiguration of Kenaston Blvd and Bishop Grandin Blvd intersection.
Completed in 2012 and open to traffic.
A two lane overpass and ramp lanes that connect southbound Kenaston Blvd to eastbound Bishop Grandin Blvd to allow for continuous traffic flow.
Completed Fall 2014 and open to traffic. Minor landscaping improvements in Spring 2015.
A new four lane extension of Kenaston Boulevard from the Kenaston Blvd/Bishop Grandin Blvd intersection to the South Perimeter (PTH 100).
Completed Fall 2014 and open to traffic.
A new four lane section of roadway that realigns Waverley St to connect to the new Kenaston Blvd extension.
Completed in 2013 and open to traffic.
The addition of two new lanes and rehabilitation of two existing lanes of Waverley St from Sandusky Dr to Bison Dr.
Completed in 2012 and open to traffic.
A new intersection at the realigned Waverley St and Kenaston Blvd.
Completed 2013 and open to traffic.
A new at-grade intersection at Kenaston Blvd and the South Perimeter (PTH 100).
Completed Fall 2014 and open to traffic.
The closing of north access at an existing signalized intersection at Waverley St and the South Perimeter (PTH 100).
Completed Fall 2014 and north access closed to traffic.
WWARP Construction Status
Why close access to Waverley Street north of Perimeter Highway (PTH 100)?
With the construction and completion of the Kenaston extension and connection to the Perimeter Highway, the role of Waverley St. will change significantly. Waverley St. will no longer serve as a major north-south arterial route, and will function principally as an access route for the Richmond West and South Pointe neighbourhoods. Waverley Street will function as a local access only street south of Point West Way, and no longer provides direct access to the Perimeter Highway (PTH 100).
What will happen to access to the Perimeter Highway (PTH 100) from Waverley St, south of the Perimeter Highway?
Access to and from Waverley Street on the south side of Perimeter Highway (PTH 100) has not changed as part of this project.
