Rental and Rooming House RRAP offers financial assistance to owners of rental properties that are affordable to low-income individuals and families and are occupied by low-income households.
Financial Help to Repair Your Rental or Rooming House
Property
If your property requires major repairs, you may be eligible for RRAP financial assistance to bring it up to minimum health and safety standards and extend its useful life. This assistance is in the form of a forgivable loan that is earned by continued operation of the property in accordance with an Operating Agreement for a period of time ranging from eight to fifteen years.
How Much Financial Assistance May You Receive?
The amount you may receive is based on the cost of all mandatory repairs and the number of eligible units in your rental property. The maximum loan amounts are up to $24,000 per eligible suite and up to $16,000 per eligible bed unit.
Note - Landlords will be obligated to cover the cost of all mandatory repairs to both eligible and ineligible units that cannot be completed with the maximum assistance provided.
What Properties Are Eligible?
A property may be eligible if it meets the following criteria:
- It is at least five years old and lacks basic facilities or requires major repairs in at least one of the following key areas: heating, structural, electrical, plumbing and fire safety, and
- It is owned by a private entrepreneur, a non-profit corporation or housing cooperative that is not receiving other government housing assistance, and
- It is either a rental property with two or more self-contained suites or a rooming house containing more than three bed units intended to serve as permanent accommodation, and
- It is occupied by individuals or families who have a gross family income that is at or below the established Household Income Limits (HIL) and the pre- and post-RRAP rents are below the Median Market Rents (MMR), and
- Rental charges can be confirmed with the Residential Tenancies Branch, and
- There is a legitimate landlord and tenant relationship (the units cannot be rented to family).
What Properties Are Not Eligible?
A property is not eligible if it is a hospital, hotel, motel, bed and breakfast, residential-care facility, special purpose project or student housing, including dormitory. Other restrictions may apply.
What Types of Repairs Are Eligible?
Eligible repairs include those required to bring the dwelling up to a defined minimum level of health and safety. The quality and nature of the repairs should extend the useful life of the dwelling for at least 15 years. A RRAP representative will determine what repairs are needed.
Note – Any repairs that are started or carried out before the loan is approved are not eligible for RRAP funding.

Do I Apply?
The Rental and Rooming House RRAP program is delivered by way of a "Request for Proposals" (RFP) on an annual basis. To inquire about the timing of the next RFP, call 986-3911 to speak with the RRAP Coordinator.
Other Residential Rehabilitation Assistance Program
Landlords and homeowners may also be eligible for assistance to improve accessibility and modify existing dwellings to accommodate occupants with disabilities.
