Is Homeowner RRAP available at this time?

Please note – when you apply, you will need to provide us with copies of 2010 Income Tax returns and CRA Notice of Assessment for all persons residing in the home who are over 16 years old and not attending school on a full-time basis.
Who can apply?
You may be eligible for assistance under the program if you meet all
of the following criteria:
- you own and occupy the property as your principle residence on a year-round basis;
- your Housing Income Limit (HIL), which ranges from $26,500 to $53,000 in the City of Winnipeg;
- your home requires major repairs in one or more of the five key areas – structural, plumbing, electrical, heating, and/or health and safety;
- your home is more than five years old and valued at less than $230,000 according to your most recent City of Winnipeg Property Tax Assessment Notice.
What repairs can be done under the program?
Repairs that are needed to bring your home up to a minimum level of
health and safety in accordance with the federal RRAP Standards. All
repairs identified by the RRAP Officer must be completed regardless of
the cost – the scope of work is not optional or discretionary. Repairs
must be permanent and completed in accordance with all applicable
building codes and local by-laws.
What types of repairs are not covered by the program?
General repair and maintenance items are generally not eligible.
Improvements and upgrades that are specifically geared toward energy
conservation and modernization are not eligible.
Who does the work?
The homeowner is responsible for hiring a contractor to do the work.
RRAP provides the available funding much as a bank would provide a loan
for the repairs. RRAP does not deal directly with contractors hired by
the homeowner to complete the specified work.
Please note that any work carried out before final approval of the RRAP loan is not eligible for funding under the program.
How much financial assistance is available?
The maximum loan amount is $16,000. The homeowner is responsible for
the cost of any repairs that exceed this amount. The homeowner is
required to obtain three quotes for the work and normally, the approved
loan amount would be based on the lowest quote. However, the homeowner
is not obligated to accept the lowest quoting contractor, but any costs
that are higher than the lowest quote may have to be covered by the
homeowner.

There are other federal and provincial repair programs available to assist low- to moderate-income households in undertaking major repairs to substandard housing. Information regarding these other programs can be obtained by contacting the provincial Housing Programs Branch (HPB) at 945-5566. The HPB office is located at 280 Broadway Avenue (at Smith Street) and is open from 8:00am to 4:30pm, Monday to Friday.
