Please note – when you apply, you will need to provide us with copies of 2010 Income Tax returns and CRA Notice of Assessment for all persons residing in the home who are over 16 years old and not attending school on a full-time basis.
Who can apply?
You may be eligible for assistance under the program if you meet all of the
following criteria:
- you own and occupy the property as your principle residence on a year-round basis or you are a landlord who rents self-contained rental units to low-income tenants and charge rents that are below the Median Market Rent (MMR);
- you need to modify your dwelling (or rental unit) to make it more accessible/livable for persons with documented medical disabilities;
- your gross household income (or the tenant’s income) is below the established Housing Income Limit (HIL), which ranges from $26,500 to $53,000 in the City of Winnipeg;
- your home is more than five years old and valued at less than $230,000 according to your most recent City of Winnipeg Property Tax Assessment Notice.
What types of modifications can I make?
The modifications must be reasonably related to the occupant’s disability.
Most modifications that make it easier for the occupant with disabilities to
live independently are eligible for funding. The modifications may include items
such as wheelchair ramps or lifts, bathtub lifts or wheel-in showers, suitable
height adjustments to kitchen workspaces and cupboards, and handrails.
What types of repairs are not covered by the program?
Therapeutic items, such as portable equipment designed for mobility purposes
or care, portable equipment, and most household appliances, are not eligible
for funding. Any work or modifications that
are started or completed before final approval of the RRAP loan are not
eligible for funding under the program.
Who does the work?
The homeowner is responsible for hiring a contractor to do the work. RRAP
provides the available funding much as a bank would provide a loan for the
modifications. RRAP does not deal directly with contractors hired by the homeowner to
complete the specified work.
How much forgivable financial assistance is available?
Homeowners may be eligible for up to $16,000 ($24,000 per suite for
landlords). You are responsible for the cost of any modifications that exceed
this amount. You will need to obtain three quotes for the work and normally, the
approved loan amount would be based on the lowest quote. However, the homeowner
is not obligated to accept the lowest quoting contractor, but any costs that are
higher than the lowest quote may have to be covered by the homeowner.
