Background Studies
St. Norbert Neighbourhood Plan
The City of Winnipeg has conducted a background study for the St. Norbert area, illustrated below. Data for the background study has been compiled using census data, Geographic Information Systems (GIS), field research, and community consultation.

The Neighbourhood
St. Norbert is one of the three officially bilingual neighbourhoods in Winnipeg. The study area occupies 25.7 km2, or about 5% of Winnipeg’s total land area. St. Norbert is composed primarily of agricultural lands and, under Plan 2020 Winnipeg Vision, is broken down into four Rural Policy Areas (RPAs) and four Residential Policy Areas (RPAs).
St. Norbert was originally an Aboriginal settlement and transitioned to a French-Métis community as immigrants arrived from Quebec and France in the 1820s. The area has been the site of significant historic events including the founding of Manitoba and enshrining of the rights of its people; an effort led by Louis Riel. The neighbourhood was also home to western Canada’s first Trappist Monastery from the 1890s to the 1980s. A number of groups have formed in recent decades to preserve the area’s heritage through the protection of historic buildings, heritage tours, and planning and design initiatives.
The Need for a Background Study
St. Norbert has recently seen new land uses and housing developments, and will likely be affected by a realignment of Highway 75 in the coming years. The background study would analyze these and other neighbourhood changes. The background study was also conducted in response to a request by the Standing Policy Committee on Property and Development on March 25, 2008.
The Purpose of the Background Study
The goal of the background study is to help ensure that future planning interventions and land use decisions are based on accurate information and community concerns. Potential planning interventions may include secondary plans, planned development overlays (PDOs), or other regulatory tools.

- St. Norbert Planned Development Overlay (PDO) & Neighbourhood Main Streets Zoning Review Project
One of the principle recommendations of the St. Norbert Background Study was the creation of a Planned Development Overlay (PDO) for the area encompassing the properties facing Pembina Highway.
This recommendation was proceeded with as part of the Neighbourhood Mains Streets Zoning Review Project in 2010. Further information on this project and the St. Norbert Planned Development Overlay (PDO) can be found at the project website:

- Presentation to Group Action St. Norbert (GAS) – January 12, 2010
A consultation session was held to present the background study, key findings, recommendations, and obtain feedback from with Group Action St. Norbert (GAS). GAS is an at-large group representing over fifteen different organizations and groups active in the St. Norbert area.

Community Consultation – June 24, 2009
An open house was held to incorporate community views into the background study. Participants shared detailed views and opinions, and helped establish the scope of existing land use and planning issues in St. Norbert.
Participants participated in discussions about the neighbourhood, and responded to information presented on poster boards, with facilitators stationed at various points.
Following the poster board exercise, participants were engaged in a ‘visioning’ exercise and further discussion about St. Norbert.
