Why is it necessary to subdivide and rezone?

The lands are zoned M2 – Manufacturing Light and M3 - Manufacturing Heavy Districts, which allow only heavy industrial users such as rail yards, garbage incinerators, slaughter houses, etc. The plan of subdivision and rezoning will allow the establishment of commercial uses under Zoning By-law 200/2006.

What is DASZ 37 / 2008? What is the subdivision and rezoning application for?

This subdivision and rezoning application would create 31 lots; rezone 111.6 acres for regional commercial uses (C4) on the north side of Sterling Lyon Parkway; 16.3 acres for mixed use (CMU), commercial / residential in the south west corner of the Planned Area; 45.2 acres of regional commercial (C4) in the south east corner of the Planned Area; and 23.2 acres on the south side of Sterling Lyon Parkway that may be mixed use (CMU) OR regional commercial (C4).

What is a Commercial Mixed Use District - CMU?

A CMU - Commercial Mixed Use District is intended to provide for community-serving mixed use development at a higher scale than is appropriate for neighbourhood locations. The district is intended to include attractive commercial, institutional, recreational, and service facilities needed to support surrounding neighbourhoods and the community at large. Although the area, site, or building should have a predominantly commercial character, multi-family housing may be incorporated within the district, and development should facilitate pedestrian connections between residential and nonresidential uses.

What is a Commercial Regional District - C4?

A C4 - Commercial Regional District is intended to accommodate the development of large-scale, distinctive and attractive regional centres containing a mix of concentrated land uses. The centre should provide commercial, office, institutional and residential uses and structures at higher intensities than surrounding areas. The area may also contain concentrations of medium to high density office development, as well as a broad mix of complementary uses. The district may contain multi-family housing, and development should facilitate and encourage pedestrian travel between residential and non-residential uses. These areas are generally associated with the Areas of Regional Commercial and Mixed Use Concentration identified in Plan Winnipeg. 1.5 million square feet of commercial space (750,000 super-regional retailers) will be zoned C4.
