What approvals does this project require?

Required approvals include a Plan Winnipeg amendment (2/2008), an application for Subdivision and Rezoning (DASZ 37/2008), a Variance (DAV 08-157053/D), a Street Closing (DAC 1/2009), and non-conforming private access on Sterling Lyon and Kenaston Blvd. Site plan approval and building permits will also be required prior to a development permit being issued.

Who will make the decision on this proposal?

City Council is the decision maker on the Plan Winnipeg Amendment (2/2008), Subdivision and Rezoning (DASZ 37/2008), and Street Closing (DAC 1/2009). Executive Policy Committee makes a recommendation to Council at the conclusion of a Public Hearing.

What is the process for Council Approval?

A Public Hearing is required at the Executive Policy Committee (EPC) for the Variance (DAV), Subdivision & Rezoning (DASZ), and Plan Winnipeg Amendment (PW). EPC must also make a recommendation to Council on the Private Access and the Road Closing (DAC). The Variance may be appealed for a new Public Hearing on the variances only. The Minister of Intergovernmental Affairs reviews and approves the Plan Winnipeg Amendment application prior to Council giving Third and Final Reading for the Subdivision and Rezoning and Plan Winnipeg Amendment. The Minister may refer the Plan Winnipeg Amendment to the Municipal Board for a new Public Hearing.
