What is Plan Winnipeg?
Plan Winnipeg 2020 Vision is the City’s long-range policy plan. It was adopted December 12, 2001. The Plan is intended to guide Winnipeg’s development by addressing the broad physical, social, economic, and environmental conditions in the city.
What Plan Winnipeg amendment is being considered? What is PW 2 / 2008?
The redevelopment project lands are designated Industrial Policy Area in the Tuxedo Industrial Policy in Policy Plate ‘A’ in Plan Winnipeg. This does not allow non-industrial land-uses such as regional commercial.
233 acres (includes the Wilkes Avenue and Sterling Lyon Parkway right-of-ways and a strip of City of Winnipeg Lands in the NE corner) bounded on the east by Kenaston Blvd, the north by the CN Main Line, the west by Fort Whyte Alive, and the south by Inland Cement, will be re-designated under Plan Winnipeg application 2 / 2008.
This application would re-designate the lands from Industrial Policy Area to Neighbourhood Policy Area, and create an Area of Regional Commercial and Mixed-Use Concentration.
What is an Area of Regional Commercial and Mixed-Use Concentration?
Areas of Regional Commercial and Mixed-Use Concentration are identified by Plan Winnipeg in six (6) locations to accommodate the Regional Centres with large-scale retail and service space, entertainment space, and suburban office employment of a regional nature. They presently include the Polo Park area, St. Vital Centre, Kildonan Place / Crossroad Station / Kildonan Crossing, Unicity Mall, Garden City Mall and McGillivray-Kenaston.
What steps does the Plan Winnipeg amendment process include?
On January 28, 2009, Council gave First Reading to By-law 2 / 2009, the amendment by-law for changing Plan Winnipeg. Council approved this application proceeding to a public hearing for further scrutiny. Plan Winnipeg Amendments require a public hearing at the Executive Policy Committee (EPC).
EPC will make a decision to recommend approval or rejection; this decision will be forwarded to Council for Second Reading. The Minister of Intergovernmental Affairs (IGA) reviews and approves the Plan Winnipeg application prior to Council giving Third and Final Reading for the proposed zoning change (DASZ) and the proposed Plan Winnipeg amendment (PW). The Minister may refer PW to the Municipal Board for a new Public Hearing on the Plan Winnipeg Amendment only.
