Optional Professional Certificate Program

The Optional Professional Certificate Program (OPCP) is a convenient, expedited process that provides applicants with a permit within five business days. As reviews are limited to a one-hour verification meeting, additional responsibility is assumed by the owner and consultants as outlined in the forms and letters listed below.

The OPCP is available for eligible projects that include mutual agreement with the City, property owner and design team.

Under OPCP, permit applications for new commercial construction or additions to commercial buildings are eligible to by-pass structural, electrical, mechanical and building plan review by the City of Winnipeg upon submission of the OPCP Certificate under seal. The certificate indicates acceptance of responsibility and liability, evidence of adequate insurance, and other criteria.

All other mandatory building permit reviews will be conducted. A percentage of the applications will be audited after permit(s) are issued.

Enhanced Professional Accountability
Accountability will also come in the form of a more rigorous approach by the City to report professionals who submit building plans under seal that are not compliant with code to the appropriate professional association (as per section153(1) of the City of Winnipeg Charter Act).

Additionally, if as a result of an audit or inspection, significant issues of non-compliance are discovered relating to plans submitted under the Optional Professional Certificate Program, the City may take steps to limit that professional's future involvement with the program.
