Firearm/Drugs – Arrests: C17-269208

During the evening of November 29, 2017, members of the Street Crime Unit executed a Controlled Drugs and Substances Act search warrant at a residence in the 700 block of Martin Avenue East.

A number of individuals were located inside the residence and were taken into custody. The investigation has led to the seizure of a number of items including the following:

- An SKS semi-automatic carbine rifle.
- Ammunition and a high-capacity magazine.
- Approximately 3.7 ounces of cocaine (valued at approximately $7,380).
- Approximately 42 grams of crack cocaine (valued at approximately $3,360).
- Packaging materials and scales.
- An undisclosed amount of Canadian currency.

Gerald Michael Muswagon, a 28-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Production of a Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5000
- Possession of a Weapon
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x3)

He was detained in custody.

A 20-year-old male of Winnipeg is facing charges of:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Production of a Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5000
- Possession of a Weapon
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Unauthorized Possession of a Prohibited Device or Ammunition
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Unauthorized Possession of a Firearm

A 20-year-old female of Winnipeg is facing charges of:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Production of a Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5000

The 20-year-old male and the 20-year-old female have been released on a Promise to Appear.

Investigators believe that these arrests and the seized items are related to drug trafficking within the city.


Commercial Robbery/Pursuit – Arrest: C17-269296

On November 29, 2017, at approximately 10:00 p.m. District 3 General Patrol members responded to a report of a commercial robbery at a business in the 1000 block of Keewatin Street.

A male suspect had entered the business with his face covered and made a demand for money while holding what an employee believed was a firearm hidden under clothing. The suspect obtained an undisclosed amount of merchandise before fleeing the area in a sport utility vehicle.

At approximately 10:50 p.m., District 3 General Patrol members observed the sport utility vehicle in the area of Flora Avenue and Parr Street and attempted to stop the suspect, however, the vehicle fled at a high rate of speed.

Officers pursued the vehicle but later aborted the pursuit due to dangerous driving by the suspect.
At approximately 11:00 p.m., the suspect rolled the vehicle in the area of Brookside Boulevard and Oak Point Highway. Officers located the male inside the vehicle and placed him under arrest. He was treated for minor injuries.

Members of the Major Crimes Unit continued with the investigation.

Marlon Elijah Whincup, a 27-year-old male of Sandy Bay First Nation, has been charged with:

- Robbery
- Disguise with Intent
- Dangerous Operation of Motor Vehicle
- Flight while Pursued by Peace Officer
- Fail to Comply with Probation Order

He was detained in custody.


Break and Enter - Arrest: C17-215662

On November 28, 2017, after a lengthy investigation, members of the Major Crimes Unit arrested an adult male for numerous Break and Enters and related offences through the City of Winnipeg.

Between September 11, 2017 and November 18, 2017, the accused broke into 12 apartment and condominium complexes in Winnipeg. Once inside he gained access to the parking garages where he smashed windows on a total of 58 vehicles. Various items were stolen from within 18 of those vehicles. The incidents took place at the following locations:

  • First 100 block of Hill Grove Point
  • First 100 block of Barnes St.
  • 800 block of Sterling Lyon Parkway
  • 1900 block of St. Mary's Rd.
  • First 100 block of Snow St.
  • 1000 block of Wilkes Ave.
  • 2800 block of Pembina Hwy.
  • 100 block of Creek Bend Rd.
  • First 100 block of Van Hull Way
  • 2800 block of Pembina Hwy. X2
  • 1800 block of Gateway Rd.

Between the same dates, the accused also gained entry to three other parking garages contained in residential buildings. Windows were found smashed on 25 of the vehicles parked inside and various items were stolen from within seven of these vehicles. The incidents took place at the following locations:

  • First 100 block of Bison Dr.
  • 600 block of Warde Ave.
  • 100 block of Hill Grove Point

In total, over $8000 worth of property was stolen and the accused caused over approximately $89,000 worth of damage.

Brent Vernon ARKSEY, 28-years-old of Winnipeg has been charged with the following offences:

  • Mischief Under $5000 X58
  • Theft Under $5000 X25
  • Break and Enter X12
  • Fail to Comply with Probation X16

Warrants for Theft Under, Drive Disqualified, Drive Carelessly, Fail to Comply with Probation, Child Improperly Restrained x3 and Fail to Comply with Probation.

The accused has been detained in custody.


Update: Wanted - 2nd Degree Murder: C17-166069

On November 24, 2017, the Winnipeg Police Service Homicide Unit requested the public's assistance in locating Edmond CHARTRAND, 29-years-old, of Winnipeg.  

He has been located and taken into custody. The homicide unit thanks the public for their assistance.
