Drugs – Arrests: C17-238548

On October 21, 2017, at approximately 9:45 a.m., members of the Division 11 Community Support Unit were conducting a proactive patrol of the West End when they observed a suspicious vehicle.

The vehicle was stopped in the 500 block of Balmoral Street and an investigation led to the arrest of three individuals for drug-related offences. A number of items were seized including the following:

- 47 grams of Methamphetamine (valued at approximately $5,100).
- 10 grams of Heroin (valued at approximately $4,000).
- 23 pills of pressed Fentanyl designed to look like 80mg Oxycontin pills (valued at approximately $1,800).
- 2 cell-phones, 2 digital scales, and various drug-related packaging materials.
- Approximately $500 in Canadian currency.

Investigators believe that these arrests and the seized items are related to drug trafficking within the city.

Robert Trevor Lander, a 41-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Fentanyl
- Possession of a Scheduled Substance for the Purpose of Trafficking - Heroin
- Possession of Proceeds of Property Obtained by Crime under $5,000
- Fail to Comply with Probation Order

Annette Lucy Letendre, a 40-year-old female of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Fentanyl
- Possession of a Scheduled Substance for the Purpose of Trafficking - Heroin
- Possession of Proceeds of Property Obtained by Crime under $5,000

They were detained in custody.

A 38-year-old male of Elie, Manitoba, has been charged with,

- Possession of a Scheduled Substance for the Purpose of Trafficking - Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Fentanyl
- Possession of a Scheduled Substance for the Purpose of Trafficking - Heroin
- Possession of Proceeds of Property Obtained by Crime under $5,000

He was released on a Promise to Appear.

Stabbing – Arrest: C17-238828

On October 21, 2017, at approximately 5:00 p.m., members of the Winnipeg Police Service responded to a suite in an apartment in the 100 block of Cathedral Avenue to check the well-being of an injured male.

Upon arrival, officers located a 17-year-old male suffering from stab wounds to his upper body. He was transported to hospital in critical condition and has since been upgraded to guarded condition.

An investigation by members of the Major Crimes Unit has determined that the victim had been socializing at his residence when a dispute occurred with a youth male known to him. This escalated to the youth male stabbing the victim.

A 14-year-old male has been charged with Aggravated Assault.

He was detained in custody.

Firearm & Drugs – Arrests: R17-77470

On October 21, 2017, at approximately 7:45 p.m., members of the West District Community Support Unit executed a Controlled Drugs and Substances Act search warrant at a residential suite at a building in the 2500 block of Waverley Street.

Three individuals were located inside the suite and taken into custody. An investigation has led to the seizure of a number of items including the following:

- 3.4 ounces of Crack Cocaine (valued at approximately $11,424).
- 5.1 ounces of Cocaine (valued at approximately $6,200).
- 6 grams of Shatter (a high concentration of Tetrahydrocannabinol, valued at approximately $600).
- 11 cell-phones, 2 digital scales, and various drug-related packaging materials.
- Approximately $3,000 in Canadian currency.
- A 9mm handgun with a loaded magazine and an altered serial number.
- 14 .30-06 ammunition cartridges.

Investigators believe that these arrests and the seized items are related to drug trafficking within the city.

Yusuf Abdulqadir Ali, a 21-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cannabis Resin
- Possession of Proceeds of Property Obtained by Crime under $5,000
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited Ammunition Knowing its Possesssion is Unauthorized
- Possession of a Restricted Firearm with Ammunition
- Tampering with Serial Number of a Firearm
- Possession of Firearm Contrary to Prohibition Order
- Fail to Comply with Probation Order (x2

Joseph Sunday Frangi, a 25-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cannabis Resin
- Possession of Proceeds of Property Obtained by Crime under $5,000
- Store Firearm or Restricted Weapon Contrary to Regulations
- Tampering with Serial Number of a Firearm

Simalew Tolcha Mammo, a 27-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cannabis Resin
- Possession of Proceeds of Property Obtained by Crime under $5,000
- Store Firearm or Restricted Weapon Contrary to Regulations
- Tampering with Serial Number of a Firearm

They were detained in custody.
