Homicide Investigation - Arrest: C17-134701

As previously released:

On June 19, 2017, at approximately 11:10 p.m., Winnipeg Police Service Cadets and Winnipeg Fire Paramedic Services personnel were in the area of the first 100 block of Martha Street when they were summoned by bystanders to assist a male who had been seriously assaulted.

First aid was provided to the male victim who had suffered significant head trauma. The victim was transported to hospital in critical condition.

A suspect in the assault had been identified by witnesses and was located in the area by cadets.

Sydney Eric Norman Fleury, a 43-year-old male, had been charged with Aggravated Assault and was detained in custody.

On June 21, 2017, the victim succumbed to his injuries. He was identified as Marvin Elias Caribou, a 37-year-old.

On June 22, 2017, Major Crime Unit investigators attended the Winnipeg Remand Centre and placed Fleury under arrest. He now faces an upgraded charge of Manslaughter due to his alleged involvement.

He was detained in custody.

Homicide Investigation - Arrest: C17-133703

As previously released:

On June 18, 2017, at approximately 6:15 p.m., emergency services personnel responded to a report of a male down in the front yard of a residence in the 600 block of Pritchard Avenue. The male was transported to hospital, however he was subsequently pronounced deceased.

The victim was identified as a William George Sumner, a 27-year-old.

Homicide Unit investigators have determined that Sumner had been had been inside a residence in the 600 block of Pritchard Avenue when a dispute ensued with an adult male and his associates.

The adult male produced a handgun and fired a number of shots at Sumner, causing critical injuries. The male then fled the residence.

On June 20th, 2017, at approximately 8:30 p.m., the suspect male was travelling in the area of Logan Avenue and Keewatin Street when he was involved in a manner of driving complaint and pointed a handgun at a motorist.

On June 22nd, 2017, at approximately 8:30 a.m., a General Patrol unit supervisor was patrolling the area of Logan Avenue and Keewatin Street when he observed the suspect's vehicle in traffic.

The vehicle was followed to the 1800 block of Logan Avenue where it parked at the rear of a residence. General Patrol unit members, along with the Tactical Support Team and ARV1, attended and secured the area.

The suspect male later exited the residence without incident and was placed under arrest.

Cameron Bounthieng Kinnavanthong, a 32-year-old male, has been charged with:

- Second Degree Murder
- Possession of a Weapon for Dangerous Purpose (x2)
- Point Firearm
- Unauthorized Possession of a Firearm (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of a Prohibited Device Knowing its Possession is Unauthorized (x3)
- Possession of a Restricted Firearm with Ammunition
- Possession of a Firearm Contrary to Order (x2)

He was detained in custody.

A search warrant was executed at the residence in the 1800 block of Logan Avenue and resulted in the recovery of a handgun and an automatic assault rifle.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Motor Vehicle Collision involving a Cruiser Car: C17-137194

On June 22, 2017, at approximately 7:45 p.m., a General Patrol unit was responding to a high-priority domestic incident when they were involved in a collision with a vehicle in the intersection of Lagimodiere Boulevard and Regent Avenue.

Both officers and the driver of the civilian vehicle were transported to hospital in stable condition.

Break & Enters – Arrest: C17-131642

On November 30, 2015, a suspect male attended to the 100 block of Eugenie Street where he forced entry and entered a residence, stealing a quantity of electronics and jewellery.

On November 7, 2016, unknown suspects attended the 100 block of Kilbride Avenue and gained entry to a residence where the stole a quantity of electronics. A suspect male later attended a pawn shop in the north end area and pawned the stolen items.

On June 12, 2017, a suspect male attended the 400 block of Alfred Avenue where he damaged the side a vehicle that had been parked in front of a residence.

On June 16, 2017, a suspect male attended to the 1100 block of Markham Road where he forced entry to a residence while an adult male slept inside. The suspect male was scared off and is not believed to have stolen anything.

Members of the Major Crimes Unit continued with the investigations and identified the suspect male.

On June 22, 2017, an adult male was located in the area of Pritchard Avenue and Main Street where he was placed under arrest.

Douglas Brent Smith, a 46-year-old male, has been charged with:

- Break & Enter - Dwelling House (x2)
- Possession of Property Obtained by Crime Under $5,000
- Mischief Under $5,000

He was detained in custody.

Suspicious Person/Vehicle: C17-137052 

The Winnipeg Police Service wishes to make the public aware of a suspicious vehicle that has been observed in the area of a number of schools within the Elmwood and Rossmere areas.
   
The vehicle is described as an early 2000's dark blue Ford E350 Econoline van with blacked out windows. The driver is described as a white male, being 50 to 60 years old, slim build, short white hair and wearing a plaid shirt.
   
On June 22, 2017, at approximately 3:00 p.m., the vehicle was observed near a school in the 100 block of Poplar Avenue. The male driver attempted to speak with a teenage female and drove away after being unsuccessful.
   
A short time later, the vehicle was observed near a school in the 900 block of Henderson Highway. After being confronted, the male driver again drove away.
   
The vehicle was then observed to attend near a school in the 600 block of Brazier Street and later left the area.
   
This investigation is continuing by members of the Child Abuse Unit. Anyone with information that may assist investigators is asked to call 204-986-3296 or Crime Stoppers at 204-786-TIPS (8477).
