Homicide Investigation – C17-2092

On January 3, 2017, at approximately 9:55 p.m., Winnipeg Police responded to a report of gunshots heard in the vicinity of Thames Avenue and Watt Street.

Responding officers located an adult male lying in the roadway. Winnipeg Fire Paramedic Service transported the victim to the hospital where he was pronounced deceased.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

 

Continued Enhancements of the Citizen Online Police Reporting System

In October 2012, the Winnipeg Police Service launched the Citizen Online Police Reporting System, an online reporting system that allowed citizens to electronically report non-violent incidents where there are no suspects.

This initiative was part of the Service’s Strategic Plan to improve public access to police processes through technological and electronic enhancements and has proven to a be popular reporting option.
Today, we are announcing the next phase of improvements to our Citizen Online Police Reporting System.  Citizens can now make reports involving non-urgent traffic or manner of driving complaints.  Some examples of these complaints may include stop sign or red light infractions, excessive speed, aggressive or careless driving, speeding in school zones or passing a stopped school bus with its lights flashing.
Incidents involving impaired drivers, motor vehicle collisions or events involving immediate concern for public safety cannot be reported online. We ask citizens to call 911 or non-emergency in these cases.
A soft launch of this upgrade was initiated over the past week to ensure our technological changes functioned properly.  Effective today, citizens can fully use our Citizen Online Police Reporting System and the following incident types can be reported online:
- Break & Enter Into Outbuildings
- Damage to Property
- Damage to a Vehicle
- Lost Property
- Theft (including Shoplifting & Gas Drive Offs)
- Theft from a Vehicle
- Traffic Complaint
The Citizen Online Police Reporting System eases the amount of time victims of crime spend reporting incidents.  The system also provides the Service with better data for crime analysis and deployment of resources and enables better management of call volumes through the Service’s Communications Centre.

Earlier in 2016, in an effort to continuously improve the service provided to the citizens and businesses of Winnipeg, the Winnipeg Police Service announced a number of ongoing improvements to the Citizen Online Police Reporting System;
In July 2016, we announced an improvement where citizens and business community partners could report incidents online and take any physical and video evidence to the closest police service centre.
In September 2016, we expanded the system to allow for the reporting of break and enter to outbuildings, specifically detached garages or sheds. 
With these improvements, the Winnipeg Police Service has received more than 16,000 online reports in 2016, an increase of 38% from 2015. 
Online reporting does not replace traditional reporting. It is simply an enhancement providing an alternative for citizens and businesses.
