Winnipeg Police Service Media Release
For Immediate Release
Theft Arrest
On July 29, 2009 at 10:10 p.m., police observed a male driving a stolen vehicle in the area of Logan Avenue and Quelch Street.
The driver of the vehicle attempted to evade police and lost control on Burrows Avenue where he collided with a median, rendering the vehicle inoperable.
The 16 year old suspect fled the vehicle and was apprehended a short distance away after a brief foot pursuit. He was charged with Posses Goods Obtained by Crime Under $5,000.00, Breach of Probation X 2 and Drive Without a License under the Highway Traffic Act. He was detained at the Manitoba Youth Centre.
The subsequent investigation has resulted in the arrest of a 15 year old male in connection with the stolen vehicle. He was charged with Possession of Property Obtained by Crime, Failure to Comply with Sentence and Drive without a Licence under the Highway Traffic Act. He was detained at the Manitoba Youth Centre.
It was also learned that this youth had legally had his electronic monitoring bracelet removed just hours prior to allegedly becoming involved in the stolen vehicle incident as the time period which was ordered by the Courts for the monitoring bracelet to be worn had expired.
The investigation is continuing further arrests are pending.
Firearms and Fraud Arrest Update
On July 23. 2009, police released information regarding three vehicles being broken into in early June in the north end of the city and purses and contents were stolen from each vehicle. Two males were arrested in connection with the incidents on July 21st.
On July 30, 2009, 27 year old Christopher Michael MINSKI of Winnipeg was arrested by Division 13 detectives in connection with the thefts.
MINSKI was charged with Theft Under $5,000.00, Possession, Use, Traffic Credit Card and Drive without a License under the Highway Traffic Act. He was detained at the Winnipeg Remand Centre. No further arrests are pending.
Impaired Driver Collides with Police Vehicle
On July 30, 2009 at approximately 2:20 a.m., a 37 year old male was observed by police to be travelling on Main Street near Redwood Avenue at a high rate of speed and disregarding a number of stop signs and red lights.
The driver proceeded through a stop at the intersection of King Street and Sutherland Avenue and while attempting to turn the corner at a high rate of speed, collided with a police vehicle. Substantial damage was sustained by both vehicles and no one was injured as a result of the collision.
Officers determined that the driver was allegedly impaired by alcohol and the male was arrested. The investigation also revealed that the license plate on the vehicle was stolen. It has yet to be determined if the vehicle was stolen.
Stewart James DUNCAN , 27 years of Winnipeg was charged with Impaired Driving, Failure to Provide a Breath Sample, Dangerous Operation of a Motor Vehicle, Possession of Property Obtained by Crime and Drive while Disqualified under the Highway Traffic Act. He was detained at the Winnipeg Remand Centre.
The male passenger in the vehicle was charged with Possession of Property Obtained by Crime. He has been identified as Justin Joseph Albert PARKER, 21 years of Winnipeg and was detained at the Winnipeg Remand Centre.
Robbery Arrest
On July 30, 2009 at approximately 11:55 p.m., a disguised male armed with a knife attended a convenience store in the 100 block of Keewatin Street. He demanded and received an undisclosed amount of cash and fled the area. No one was injured during the robbery.
The investigation led police to a drinking establishment in the first 100 block of Keewatin Street where the suspect was arrested by police members conducting CheckStop impaired driving enforcement in the area with the assistance of Uniform Members from Division 11.
Larry John SPENCE , 25 years was charged with Robbery with Weapon, Disguise with Intent and Breach of Probation X 2 in connection with the robbery. He was detained at the Winnipeg Remand Centre.
So far the Check stop program has conducted numerous traffic stops and checked numerous vehicles. Of note, police arrested a male who provided breath samples which registered a reading of 380 mg%, almost 5 times the legal limit.
Additional information and statistics regarding the success of the Check stop Program will be provided early next week.
