Weapon Incident

On April 28th, 2009, around 10:00 P.M., members of the Winnipeg Police Service observed a male riding a bicycle, in the area of McGregor Street and Selkirk Avenue, while holding a shot gun. Officers made a U-turn and stopped at which time the male threw down his bicycle and pointed the firearm directly at the officers while yelling at them.

The officers exited their cruiser car and took cover and demanded the male drop the weapon. The male then got on the bicycle and rode to the area of McGregor Street and Flora Avenue. Officers attended this area in their cruiser car where they located the male who again pointed the firearm directly at the officers while yelling at them. The officers again took cover and the male fled east on Flora Avenue making good his escape.

The male is described as being:

Aboriginal in appearance, approximately 20 years of age, 5’9” tall, slim build, clean shaven, wearing a black baseball cap with white insignia on front, black hoodie and black pants.

The males bicycle is described as being:

Red in colour with front Rock Shocks with white lettering.

The Winnipeg Police Service Division #13 Crime Unit is investigating this incident and is requesting anyone who may have information about this male or witnessed this event to contact police at 204-986-2849 or Crimestoppers at 204-786-8477.

Alarm Permit Renewal Information

The City of Winnipeg Alarm Bylaw was first passed in August 1987.

In 1999, a fee was required for new permits - $20 for residential permits, $30 for commercial permits

In 2008, City Council approved a renewal fee every 4 years for all alarm permits.

The Winnipeg Police Service will be starting the renewal process by sending letters and renewal applications to all residents and businesses who obtained an alarm permit in the year 1999 and earlier.

Approximately 53,000 renewal applications will be mailed by the end of this week and if the resident/business is still at that location and operating an alarm system they must complete the application and return it along with the $20 fee by May 30th.Once renewed, the permit will again expire 4 years from the renewal date.

In the fall of this year the second mailing of renewal notices will be sent to all permit holders who originally received an alarm permit between the years 2000 and 2002.

The third mailing of renewal notices will be sent in the fall of 2010. These will be mailed to all permit holders who received their alarm permit between the years 2003 and 2006.

The final mailing of renewal notices will be sent in the fall of 2011. These will be mailed to all permit holders who received their alarm permit during 2007.

Any permits issued during 2008 and later will expire 4 years from the date they were issued.

The renewal process will enable the Winnipeg Police Service to update its database to reflect accurate, current information for all alarm systems within the City of Winnipeg.

Alarm permits are required for any alarm system whether it is monitored or audible. Failure to obtain a valid permit or renew an existing permit for operating an alarm system could result in a fine being assessed.
