Service Salutes Citizens on Patrol Program Members on 25 Years of Service

Citizens On Patrol Program

October 27, 2016 - October 30th marks the start of the 15th annual Citizens on Patrol Week, and the members of the Winnipeg Police Service could not be more proud done by this dedicated group of community volunteers.

The powerful program celebrating its 25th year, and coordinated and funded by our partners at Manitoba Public Insurance, mobilizes citizens to participate in community-based crime prevention initiatives in cooperation with the local law enforcement agencies with the goals of:

  • Deterrence: to provide a presence in the community through patrolling by vehicle, by foot, by bicycle or other means, as required.
  • Education: to educate Manitobans about crime prevention.
  • Awareness: to increase Manitobans’ awareness on crime-related issues such as theft, auto theft and speeding.

More than 1,000 Manitobans volunteer their time to participate in the Citizens on Patrol program

Over the past 12 months, COPP volunteers have contributed 14,000 patrol hours and almost 22,000 volunteer hours to the program.

In addition to patrolling their communities, COPP groups:

  • display speed-reader boards (provided by Manitoba Public Insurance)
  •  patrol at school crossing zones
  • identify impaired drivers on the road; and
  • conduct seatbelt and cell phone use surveys in conjunction with the RCMP.

COPP Week kicks off this weekend with a provincial conference in Winnipeg where program representatives from across Manitoba will meet to share successes and discuss how to continue providing value to the communities in which these volunteer groups operate.  

Our own P/Sgt. Phil Penenr will be among the presenters at this year's event.
