Mayor Unveils New P3 East District Police Station

Committed to providing quality public safety infrastructure at the lowest cost to taxpayers in Winnipeg, Mayor Sam Katz, Councillor Russ Wyatt and representatives of the Winnipeg Police Service today officially broke ground on the new East District Station for the Winnipeg Police Service. The new station, a Public Private Partnership (P3) initiative, is the first new Police facility to be built in Winnipeg in the last 40 years.

“These police stations are far too important to have been neglected,” said Mayor Sam Katz. “Thanks to the P3 model, we have sped up construction on these projects by a matter of years, and can now start to move our police into modern, efficient regional stations without further unnecessary delays.”

The East District Station, located at 1750 Dugald Road, is being built at a cost of approximately $12 million and is the first phase of implementation of the Winnipeg Police Service’s four-district model which will see the construction of three new police stations city-wide. The new 32,000 square-foot facility will combine District 4 currently located at 730 Pandora Avenue West and District 5 at 227 Provencher. Use of the P3 model for this new station is estimated to have saved up to $1 million over the life of the building, in a market where capital cost inflation is putting other conventionally-built City capital projects at risk.

“The Winnipeg Police Service is excited about the construction of the East District Station. When completed, it will allow us to deploy our personnel more efficiently, and will provide a modern environment for our members to work in,” said Deputy Chief of Police Menno Zacharias. “Construction of this station is a visible example of Council’s investment in public safety.”

Council approved the use of public-private partnerships for police station construction in the 2007 Capital budget last February, delivering on an election promise by Mayor Katz to use P3s to save time and money in infrastructure construction.
