About The Four District Model Project
The Winnipeg Police Service is in the process of restructuring its General Patrol Divisions, collapsing the current six-district structure into a new four-district model. Under the new model, the four districts are:
- East District – a consolidation of the current Districts 4 and 5
- West District – a consolidation of the current Districts 2 and 6
- North District – currently district 3
- Central District – currently district 1
In the Four District Model, the East, West and North Districts will operate out of new facilities to be built in strategic locations around the city. The Central District will operate out of the Public Safety Building.
Existing Facilities
A major component of the Four District Model is the construction of new police district stations to replace existing facilities that present health and safety issues for our members and that no longer meet the needs of the changing demographics of the service. Five existing district stations will be replaced with three new stations.
The Public Safety Building, built in 1966, was the last police building constructed in Winnipeg.
Process
The process to define and implement the most efficient model for providing police services in the City of Winnipeg began several years ago. Key dates in this process include:
| July 23, 2003 | Council approved restructuring the Winnipeg Police Service from its current six district service delivery model to a four district model. |
| July 21, 2004 | Council directed construction of a new district station, as recommended in the Council-approved “Winnipeg Police Service - Four District Model." |
| March 15, 2006 | Council approved construction of the new East District Police Station on City-owned land within the St. Boniface Industrial Park. |
| February 21, 2006 | Council approved the 2006 Capital Budget and the 2007 to 2011 Five-Year Forecast. Council recommended, along with the budget, that the administration identify, investigate and recommend Private - Public Partnerships for the Four District Model project. |
