Patrol Sergeant Cecil SveinsonPatrol Sergeant Cecil Sveinson – Program Manager and Aboriginal Liaison Officer

Cecil joined the Service in 1992. He has worked in General Patrol in Division 14 (Elmwood) and Division 13 (North End). He has also worked as a Collision Reconstructionist in the Traffic Unit and an instructor at the Training Unit. Cecil is a pipe and bundle carrier, and although challenging, he is honoured to be able to use it in his work.

He is a member of the following boards/committees:

Joanna joined the Service in 1998, beginning her career in Division 11. In 2002, she transferred to the North End, to the School Resource Officer Program. In July 2006, Joanna transferred to Community Relations Unit Diversity Relations Section to become the Diversity Relations Officer. She currently works with the many diverse groups in and around the city of Winnipeg, helping to build relations between the different groups and the Winnipeg Police Service, and is currently sitting on the advisory board for the Institute for Community Peacebuilding.

In addition to her regular duties, Joanna teaches First Aid for the Service, and is a member of the Mounted Patrol Unit.


Past Members:

  • Constable Edith Turner - Edith is a band member of the Grand Rapids First Nation (Misipawistik Cree Nation), where she was raised. Although it had been hard to leave the community, Edith moved to Winnipeg to further her education in the field of law enforcement.

    In 1994, Edith joined the Winnipeg Police Service. She has had the opportunity to serve the community in general patrol, as well as being a detective in the Drug/Organized Crime Unit. Currently she is in Community Relations, assigned to the E.A.G.L.E. Urban Transition Centre as a Justice Resource Officer.
  • Staff Sergeant Ron Johansson – Communications Center Duty Officer - 6 years in unit
    “Ronjo” was promoted to the rank of Staff Sergeant in 2006. With his new rank came a new assignment within the Communications Center where he oversees the day-to-day operation of our general patrol officers.
  • (Retired) Constable Willie Ducharme – Big Willie retired in 2006 after serving as the Aboriginal Liaison Officer for 6 years.
