The Chief of Police heads the Winnipeg Police Service and is its Chief Executive Officer.

Two Deputy Chiefs of Police report to the Chief of Police. The Deputy Chiefs oversee the two branches of the service:

  • Operations Branch
  • Support Services Branch

Four Superintendents report directly to their respective Deputy Chiefs:

Division Commanders report directly to their Superintendents. Divisions encompass smaller organizational structures called Units, whose purpose is to provide a specific service. Units can encompass smaller organizational structures called Sections. The Unit Inspector reports directly to their Superintendent. Certain Units, however, have unique reporting relationships, as their Commanders report directly to their Superintendents or the Chief of Police. These are called Autonomous Units.

Operations Branch

Uniform Operations

  • Divisions 11-13, 16, East District – Uniform Patrol Divisions* provide 24-hour emergency aid and services and community policing services. These units investigate occurrences and apprehend offenders within their respective police districts. * Notes:
    • Division 12 is responsible for the Flight Operations Unit, which provides tactical aerial support to ground personnel conducting investigations.
    • Division 12 is responsible for the Airport Unit, which provides dedicated police service to the Winnipeg International Airport (WIA). This includes responsibility for enforcing all Federal regulations that pertain to air travel.
  • Division 36 – Communications processes incoming telephone calls on 9-1-1 and non-emergency ( 204-986-6222) lines to determine the appropriate emergency services response. This unit also deploys police resources in emergency and non-emergency situations. - Visit Page
  • Duty Office – Reporting to the Superintendent, Investigative Operations, this Unit provides direction and support to Uniform Operations Units and Communications staff during daily operations to ensure service policies are adhered to, especially during major incidents

Investigative Operations

Divisions 40, 41 and 42 form the Service’s Criminal Investigations Bureau. These entities bring together “common-mandated” units to investigate crimes involving similar aspects of criminal activity.

  • Division 40 - Investigates and coordinates serious criminal investigations, including homicide, police-related shootings, attempt murder, aggravated assault, abduction, extortion, criminal discharge of firearms, robbery (financial institutions and commercial businesses), hate crimes, organized crime (gang activities), proceeds of crime, drug investigations, and vice crimes (prostitution, gambling, liquor and obscene material).
  • Division 41 – Investigates crimes that have been or may be committed against people who are more vulnerable to physical or sexual exploitation due to their age; mental, physical or intellectual health; or their social roles. The Division also monitors the behavior of designated offenders who are deemed most likely to offend against society’s more vulnerable people. The Division consists of the Child Abuse Unit, Sex Crimes Unit, Internet Child Exploitation Unit, Manitoba Integrated High Risk Sex Offender’s Unit, Missing Persons Unit, ViCLAS Coordinator, Domestic Violence Intervention Coordinator, Vulnerable Persons Coordinator, and Youth Crime Coordinator. - Visit Page
  • Division 42 - Investigates and coordinates Serious Habitual and Chronic or Repeat Offender investigations including Serious Stolen Auto investigation and Major Commercial Crime Incidents, while providing investigative, surveillance and polygraph support to the Service. This includes forensic identifications services including imaging technological investigations analytical and intelligence support, and high-risk witness protection.

Support Services Branch

Development Support Services

  • Division 30 – Services is responsible for the acquisition, maintenance and control of police facilities and vehicles. This Division is also responsible for Evidence Control as well as Telecommunications and Mail Dispatch Services.
  • Division 31 - Records & Report Management coordinates the Service’s reporting and records-related functions. The Division is also responsible for the Arrest Processing Unit and Central Reporting Unit, which includes the Alternative Phone Response Section, Report Car Services as well as Police Service Centre Operations. - Visit Page
  • Division 32 - Organizational Development & Support facilitates the research and implementation of strategic initiatives, operational planning, and quality assurance. This Division also includes the WPS Training Academy which is responsible for internal training for all new recruits and existing police and staff members.
  • Division 37 - Information and Technology Solutions manages all departmental information technology (IT) which includes the planning, designing, implementation and support of IT infrastructure, applications and databases. The Division is also responsible for the design, implementation and support of all emergency voice & wireless communications systems.

Operational Support Services

  • Division 50 – Community Support provides a central point of contact for Uniform Patrol and Investigative Unit members seeking operational support during special projects. This Division also provides important support for the community during and following these investigations. Units within this Division include:
    • Canine Unit uses specially trained dogs to assists in the location of persons, evidence, and illegal items such as firearms, drugs and explosives. - Visit Site
    • Central Traffic Unit promotes the safe and expeditious flow of vehicular and pedestrian traffic. The unit also coordinates Impaired Driving Countermeasures, the River Patrol, Photo Enforcement, Vehicle Inspections and Special Events and investigates serious/fatal traffic collisions. - Visit Page
    • Community Relations Unit reviews and evaluates the effectiveness of existing programs, such as the Crime Prevention Section, Diversity Relations Section, School Resource Section, the Victim Services Section and Mounted Patrol Section. Requests for police attendance at public relations/community events are handled by the Community Relations Unit.
    • Special Operations Group includes Bomb Unit, Clandestine Lab Unit, Crisis Negotiation Unit Tactical Support, Canine, Bomb, Clan Lab, Crisis Negotiation, Crowd Management, Ground Search and Rescue, Protective Services and Underwater Search and Recovery.
    • Street Crime Unit provides a highly visible, uniform police presence to take action in identified criminal hot spots. - Visit Page
    • Tactical Support Team provides specialized support to ensure the safety of the public, and police members, in the resolution of high risk incidents in which there is a real or perceived threat to human life.

Autonomous Divisions

  • Division 34 – Human Resources manages the hiring of all police and civilian members, as well as the Service’s Community Volunteer Program. - Visit Site
  • Division 35 – Finance provides financial management resources and direction to the Police Service. This Division also encompasses the Quartermaster Stores Unit, which acquires and maintains the inventory of Police Service clothing and equipment.

Autonomous Units

  • Behavioural Health Services Unit reports to the Chief of Police and helps initiate and facilitate sufficient supportive care from all levels of the organization to ensure the physical, emotional and psychological well being of WPS members. This involves pre-incident training, and a timely response to staff and sworn personnel involved in overwhelming operational incidents of exposure to death and threats to life. The Unit also provides care to its members and their immediate families in areas of personal concern through a voluntary Psychological Assistance Program, a Wellness Officer Program, the Peer Support Program and the Chaplaincy Program.
  • Executive Support reports to the Chief of Police and provides administrative support to the Winnipeg Police Service Executive Management Team as well as the Legal Counsel Unit. It is the responsibility of this Unit to process all incoming correspondence to determine the appropriate response as well as track and research issues. This Unit acts as a liaison with other police agencies, members of the Police Service, the media and general public.
  • Legal Counsel reports directly to the Chief of Police and provides advice and counsel to the Executive Management Team as well as Division and Unit Commanders on legal matters, as well as matters of policy and regulations. The Unit represents the Police Service in various hearings, consultation, and liaison with other agencies. In consultation with the City of Winnipeg Corporate Services Department (Legal Services Division), the Unit represents the Police Service in labour relation matters.
  • Professional Standards Unit reports to the Chief of Police and conducts professional, thorough and impartial investigations into alleged misconduct by members of the service.
