Human Resource Planning and Services

Human Resource Planning and Services supports management goals in recruiting/selecting qualified candidates, achieving a diverse and representative workforce, and anticipating and evaluating the organization's human resource (HR) needs.

Human Resource Planning and Services consists of three Branches:

Staffing Branch

  • Researches, develops, monitors and/or implements policies related to staff recruitment, selection, promotion and redeployment and provides related consultation and support.
  • Coordinates the corporate accommodation process. Acts in a consultative and supportive role providing return to work expertise and vocational counselling.
  • Establishes a pool of qualified applicants for entry level positions and maintains a referral system for such positions, maintains the Access 1-2-3, Internet and Intranet systems providing information on Employment Opportunities, and administers typing and software testing services for the City of Winnipeg and the Province of Manitoba.
  • Leads redeployment processes in the Joint Corporate Placement Committee for the Canadian Union of Public Employees (CUPE) and the Joint Alternative Employment Committee for the Winnipeg Association of Public Service Officers (WAPSO).

Equity and Diversity Branch

  • Supports the organization and bargaining agents to create and maintain a diverse, equitable and respectful workplace.
  • Provides consultation and support to City departments by: conducting research; developing administrative directives and processes; implementing educational strategies and programs; establishing and monitoring systems; and creating partnerships with the community that assist in attracting and hiring designated group members (women, Aboriginal people, visible minorities, and people with disabilities).

  • Facilitates the development and maintenance of a respectful workplace.
  • Assists the organization in resolving current problems that exist within City of Winnipeg workplaces.
  • Provides problem-solving support, education, monitoring and assistance in the investigation of respectful workplace complaints/issues, such as discrimination, harassment, disruptive workplace conflict, disrespectful behavior and violence.

HR Management Systems Branch

  • Designs, develops, implements and maintains the City’s PeopleSoft Human Capital Management (HCM) application including the Talent Acquisition Manager (Recruitment), Base HR, Attendance Management, Benefits, Health & Safety, Enterprise Learning, and Employee and Manager Self Service modules.
  • Liaises with the Corporate Finance PeopleSoft sustainment team regarding the Payroll, Time & Labour modules, and related financial and budgeting modules.
  • Performs key corporate operational activities necessary to ensure accurate transactional processing, and system and data integrity & security.
  • Provides end user support including all help desk, training, user group support, and coaching.
  • Conducts business process reviews, both within PeopleSoft and other manual/system areas, articulates and implements solutions including interfaces, reports, and new processes and tools.
