As an internal service provider for the City of Winnipeg, Corporate Support Services Department (CSS) supports public service delivery and provides administrative leadership for human resource and information stewardship programs by making its services available to all administrative and political units within the City. CSS provides leadership, subject matter expertise and services in the following areas:

The Director of Corporate Support Services provides overall strategic leadership for the City’s human resource program and directs the services and activities within the Corporate Support Services Department. CSS’s strategic direction aligns with the direction outlined in the City’s corporate planning framework, as outlined in Plan Winnipeg, Council’s Priorities Plan, Action Plan, and the Chief Administrative Officer’s Strategy for Internal Programs and Services.
CSS’s strategic direction is to:
- Provide affordable and sustainable strategic services of exceptional value, consistently meeting or exceeding client expectations.
- Promote a fulfilling work environment that makes the City an employer of choice.
- Strengthen strategic, financial and operational advantage for the organization.
- Foster organizational synergy, so that joint actions of various areas of the organization result in a total effect that is greater than what would result from acting independently.
- Anticipate and respond to organizational opportunities and needs.
Under shared services agreements:
- Human Resources provides staffing plus HR and labour relations resources and support to Corporate Support Services, Corporate Finance and to the Chief Administrative Officer Secretariat.
- Finance Administration Division provides administrative support and department financial management support to Corporate Support Services and the Chief Administrative Officer Secretariat. The division is also responsible for labour costing for the organization.
