The mandate of the WPAB is outlined in City of Winnipeg By-Law 180/2007 as follows:
Section 3(2): The Board shall advise council through the Standing Policy Committee on Protection and Community services on:
- annual Police Service business plans and their performance targets related to crime prevention and enhancement of neighbourhood safety;
- effectiveness of the Police Service in deployment of resources and tactics in crime prevention and neighbourhood safety efforts, both as a measure of achievement of annual business plan targets and as a value for money function of budget allocations made by the City Council;
- effectiveness of the Police Service in their efforts to liaise with community groups;
- effectiveness of the Police Service in reporting regularly to the public on crime trends and occurrences in all districts of the City;
- response by the Chief of Police to findings under The Law Enforcement Review Act related to accusations of police misconduct;
- such other similar or relate issues as they are directed to report on by the Standing Policy committee on Protection and Community Services.
Section 3(3): For greater certainty the Board shall not consider or advise on:
- The Law Enforcement Review Act and citizen complaints during the investigative and hearing process;
- ongoing criminal investigations or public inquiries;
- Winnipeg Police Service personnel matters
- Winnipeg Police Service budget development
