Winnipeg Police Service was one of the co-founders of the Law Enforcement Aboriginal and Diversity (LEAD.) Network, which was developed to achieve a common professional approach by all Canadian law enforcement to relationships with Aboriginal and diverse communities.

The L.E.A.D. network in conjunction with Canadian Heritage and the Canadian Association of Chiefs of Police launched the network in March of 2005 in Vancouver British Columbia. The creation of the network brought together National, Provincial, Regional, Municipal and Aboriginal based Police officers and organizations to work towards a common goal that of creating a more inclusive and proactive policing agenda in Canada.

The vision of LEAD was thought of by officers in Calgary and Winnipeg working in the areas of Aboriginal and Diversity Policing. It is a network with the assistance of the various Aboriginal, Religious and Diverse groups in Canada striving to better educate the Canadian Policing community through first hand education and the sharing of best practices from across Canada.
