Chief Electrical Engineer

Planning, Property and Development

 

 

JOB SUMMARY

Under the general direction of the Commercial Plan Examination and Inspections Administrator, the Chief Electrical Engineer is responsible for supervision of the plan examiners and inspectors and including the examination of plans for large construction projects and special assignments to ensure compliance with various codes, by-laws and regulations.

 

 

QUALIFICATIONS

  1. Bachelor’s Degree in Electrical Engineering.
  2. Membership in APEGM.
  3. A Valid Class 5 Driver’s Licence.
  4. Nine (9) years construction experience, code and by-law enforcement and familiarity with City structure.
  5. Demonstrated leadership, organizational, analytical, and decision-making abilities. Ability to convey the Branch’s roles as regulatory agency to affected parties in an appropriate, tactful and professional manner.
  6. Demonstrated ability to deal firmly and diplomatically with contractors, engineers, architects, building and property owners and others.
  7. Demonstrated ability to work effectively as a member of a team in a political and public environment.
  8. Applied knowledge of alternative service delivery approaches and business and strategic planning processes.
  9. Demonstrated thorough knowledge of code enforcement principles and regulations, city by-laws and provincial codes.
  10. Demonstrated ability to communicate/deal in an effective and courteous manner when dealing with the public on a daily basis, in sometimes difficult circumstances.
  11. Strong interpersonal skills, including communication (both oral and written), facilitation and collaboration skills, public presentation and formal report skills are essential.
  12. Proven ability to accept responsibility, make sound decisions and to learn and apply new technologies.
  13. Demonstrated experience in working with Human Resource Management systems including a working knowledge of relevant collective agreements.
  14. Working knowledge of computer systems environment.
  15. Thorough knowledge of the Manitoba Building Code, Manitoba Plumbing Code, Manitoba Fire Code, Winnipeg Electrical By-law, Winnipeg Building By-law, Residential Buildings Fire Safety By-law, and related standards and regulations.
  16. Thorough knowledge of methods of electrical construction, maintenance, installation practices, and materials, as applicable.
