Manager, Development and Inspections
Planning, Property and Development
JOB SUMMARY
Under the
General Direction of the Director, the Manager of Development and Inspections
is responsible for the overall leadership, planning, implementation, evaluation
and management of Development and Inspection Division programs and activities
including; zoning and permits, plans examination, land development (development
agreements and subdivision), housing, commercial and existing building
inspections and geomatic services. The Manager
provides leadership, guidance and support relative to the provision of a
variety of services to the business community and the public related to the
economic development, growth and redevelopment, public safety, and building and
property standards of the City of Winnipeg.
The Manager
integrates contemporary and entrepreneurial public sector management
principles, including community involvement and responsiveness, customer
service, strong financial management, alternative service delivery options and
a systems focus as the framework of service. This position requires detailed
attention to a wide range of issues and events that have significant political
interest. The capability of balancing the needs of the organization, the
community and elected officials, is essential to effectively
delivering programs and services. As a member of the Department Senior
Management team, participates in the overall planning and delivery of Planning,
Property and Development services and acts.
QUALIFICATIONS
- Bachelor’s
Degree in Civil Engineering, along with a Professional Engineer
Designation.
- Registration
with APEGM.
- A
thorough knowledge of the City and Provincial Departmental systems and
policies which affect business combined with knowledge and experience in
public service to the business community to foster business growth and
economic development.
- Extensive
experience (i.e. interpersonal, technical, legal) and ability to work
effectively on significant and politically sensitive issues to satisfy the
demands of a diverse group of stakeholders e.g. elected officials,
business executives, citizens.
- Progressively
responsible experience in the field of Civil Engineering including design,
construction, inspection and maintenance of buildings and municipal
infrastructure.
- Knowledge
and experience in the application of land use planning concepts and
principles as they relate to land development, subdivision, zoning and
land surveying processes and practices.
- A
thorough knowledge of code enforcement principles and regulations together
with a working knowledge of the City of Winnipeg Act, the Real Property
Act, the Surveys Act, and a wide variety of critical City by-laws
(approximately eighteen by-laws).
- Applied
knowledge of new public management principles, alternative service
delivery approaches, business and strategic planning process, including
current and capital budgets and other related financial management
techniques.
- The
ability to create innovative solutions to complex and politically
sensitive issues/problems, which must routinely be developed on the basis
of experience and general guidelines.
- Excellent
communication skills to provide accurate information and advice with
little or no opportunity for contemplation at public hearings, committee
meetings and other public forums, often in stressful and volatile situations.
- Ability
to effectively lead and direct the activities of a diverse unionized
workforce dealing with issues with a significant degree of public
exposure.
- Detailed
attention to a wide range of issues and events with significant political
and public interest.
- A valid
Class 5 Manitoba Driver’s Licence.
