Senior Project Engineer

Water and Waste Department

 

 

JOB SUMMARY

The Senior Project undertakes the challenges associated with the delivery of capital improvement projects pertaining to Winnipeg’s drinking water infrastructure. The incumbent is responsible for the execution, completion and implementation of capital projects, including project definition, consultant selection, project management, administration, coordination, start-up and turnover. Projects include engineering studies, designs, construction and contract administration for upgrading and expansion to water supply, treatment and distribution systems.

 

 

DUTIES

  1. Initiates projects and ensures execution and products conform to Department and City-wide broad objectives and needs.
  2. Ensures technical approach complies with appropriate standards and conforms to project objectives.
  3. Administers capital budgets and expenditures.
  4. Administers project schedules.
  5. Administers human resources.
  6. Acquires goods and services from external organizations.
  7. Develops, initiates, and administers risk management procedures.
  8. Coordinates project execution, approvals and implementation.
  9. Disseminates and receives project information.
  10. Obtains required approvals/ permits/ licenses from other City and Provincial Departments, as required.
  11. Performs other related duties consistent with the positions as assigned.
  12. Ensures compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.
  13. Performs other related duties consistent with the classification, as assigned.

 

 

QUALIFICATIONS

  1. Bachelor’s Degree in Engineering.
  2. Master’s Degree in Environmental / Civil Engineering is desirable.
  3. Professional Engineer designation and registered with A.P.E.G.M.
  4. Significant number of years’ experience in a field directly related to the duties of the position.
  5. Demonstrated experience in project management processes and procedures, including project accounting and cost management, scheduling, resource management, risk management, dispute avoidance and dispute resolution.
  6. Demonstrated experience in municipal infrastructure, construction and operations, including water treatment process operations, distribution, and servicing.
  7. Demonstrated experience with construction materials, methods and practices, including job site safety.
  8. Must be familiar with relevant municipal government policies and procedures, including purchasing policies, and legal and contractual requirements.
  9. Must have strong computer skills in MS Office and MS Project.
  10. Must have strong demonstrated problem solving and analytical abilities.
  11. Demonstrated ability to manage multiple time constraints and prioritize workloads.
  12. Demonstrated ability to communicate effectively, both orally and in writing. Must have demonstrated technical and non-technical oral communication ability.
  13. Must be proficient at technical writing.
  14. Must have strong interpersonal skills, including leadership and the ability to work in teams, facilitate teambuilding, conduct meetings and possess strong negotiation skills.
  15. Must demonstrate an ability to provide direction effectively and efficiently in the planning and scheduling of work.
  16. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Policy.
  17. Must possess and maintain a valid Manitoba Class 5 Driver’s License.
  18. Must have a thorough knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that are applicable to the area of work.
  19. Must have, or be able to acquire within 12 months of the appointment, a thorough knowledge of the City/Departmental policies, procedures, Standard Construction Specifications, General Conditions, Purchasing Policy and applicable Provincial Legislation.
