Senior Project Engineer
Water and Waste Department
JOB SUMMARY
Under the direction of the
Manager of Water Services, the Senior Project Engineer is responsible for the
provision of engineering services required to support water treatment and water
distribution operations. Projects and services include development and
implementation of standard operating procedures, implementation and exercising
of emergency response plans, contract administration, performance
measurement, establishment of service levels, equipment analysis, and liaison
with capital projects.
DUTIES
- Initiates projects and
ensures execution and products conform to Department and Citywide broad
objectives and needs.
- Ensures
technical approach complies with appropriate standards and conforms to
project objectives.
- Administers
consultant and expenditures.
- Administers
project schedules.
- Administers
human resources.
- Acquires goods
and services from external organizations.
- Develops
initiates and administers risk management procedures.
- Coordinates
project execution, approvals and implementation.
- Disseminates and
receives project information.
- Ensures
compliance with safety regulations and safe work practices.
- Ensures
compliance with Drinking Water Safety Act, Operator Certification
regulations, Environmental Emergency regulations, and other applicable
legislation, regulations and licenses.
- Performs other related
duties consistent with the position, as assigned.
QUALIFICATIONS
- Bachelor’s Degree in Science
(Civil Engineering).
- Master’s Degree
in Environmental / Civil Engineering is desirable.
- Registered
Professional Engineer designation and registered in A.P.E.G.M. is
required.
- Significant
number of years prior related experience.
- Must have strong
demonstrated problem solving and analytical abilities.
- Must have strong
interpersonal skills, including leadership and the ability to work in
teams, facilitate teambuilding, conduct meetings and possess strong
negotiation skills.
- Must be
proficient at technical writing.
- Must have
demonstrated technical and non-technical oral communication ability.
- Must have basics
computer skills, including keyboarding, word processing and spreadsheets.
- Must have
knowledge of project management processes and procedures, including
project accounting and cost management, scheduling, resource management,
risk management, dispute avoidance and dispute resolution.
- Must be familiar
with relevant municipal government policies and procedures, including
purchasing policies, and legal and contractual requirements.
- Demonstrated ability to
establish and maintain positive working relationships with employees at
all levels of the organization, external contacts and the public, in
accordance with the Respectful Workplace Policy.
- Must have ability to direct
staff and effectively and efficiently plan and schedule work.
- Must have
demonstrated ability to manage multiple time constraints and prioritize
workloads.
- Must be familiar
with water treatment and water distribution infrastructure and operations.
- Must have, or be
able to acquire in a reasonable period of time, a thorough knowledge of
the Drinking Water Safety Act, Operator Certification regulations,
Environmental Emergency regulations, and other applicable legislation,
regulations and licenses.
- Must be able to
deal effectively with the public.
- Must possess and
maintain a valid Manitoba Class 5 Driver’s License.
- Must have, or be
able to acquire in a reasonable period of time, a thorough knowledge of
the occupational hazards and the safety regulations that are applicable to
the area of work.
- Must have, or be able to
acquire within 12 months of the appointment, a thorough knowledge of the
City/Departmental policies, procedures, Standard Construction
Specifications, General Conditions, Purchasing Policy and applicable
Provincial Legislation.
